TRAI Chairman Anil Kumar Lahoti said indoor mobile coverage remains a major gap and called for connectivity to be built into building design rather than fixed after construction.
Despite improvements in outdoor mobile coverage, indoor connectivity remains a major challenge for India's telecom sector, Telecom Regulatory Authority of India (TRAI) Chairman Anil Kumar Lahoti said in an exclusive interview with CNBC-TV18.
Lahoti said the regulator is pushing for greater use of in-building solutions and a digital connectivity rating framework to improve the quality of mobile services inside buildings. “Indoor quality of coverage still remains a challenge,” Lahoti said.
The problem is particularly relevant as 4G and 5G networks expand. Mobile signals can weaken as they pass through walls, with the problem becoming more pronounced in large or multi-storey buildings where signals may have to travel through several layers of concrete and other materials.
TRAI wants connectivity planned into buildings Lahoti said indoor connectivity should be considered when buildings are designed and constructed, rather than treated as a problem to be solved after occupants move in. One solution is an in-building system that uses a network of small antennas distributed across a property.
The mobile signal is brought into the building and then distributed throughout the premises, helping provide more consistent coverage.
“What it means is that you install small distributed antennas across the building, and the signal is brought to the building and distributed throughout it, so that you get a good digital connectivity experience throughout the building,” Lahoti said.
TRAI has recommended that provisions for such systems be incorporated into building design and construction standards.
The idea is to avoid a situation where residents or office workers discover poor mobile connectivity only after a building is occupied, forcing developers or building owners to retrofit solutions. Buildings could get digital connectivity ratings TRAI is also promoting a digital connectivity rating framework that would allow buildings to be assessed on the quality of their digital connectivity.
The framework is intended to give prospective buyers and tenants an indication of the connectivity experience they can expect from a property, much like other information available when evaluating a building.
Lahoti said TRAI revised the framework after discussions with stakeholders. The updated system allows half-star ratings, rather than restricting properties to whole-star ratings.
It also provides for ratings at different stages — planning, construction and final commissioning. This is intended to address the fact that properties can be marketed soon after plans are approved, well before construction is completed.
TRAI has also introduced an audit process for existing buildings. Property owners can use it to assess their digital connectivity infrastructure, identify gaps and make improvements without having to obtain a formal rating. Lack of awareness remains a hurdle Lahoti said wider adoption of the framework is being held back partly by a lack of awareness among government agencies, real estate developers, consultants, academic institutions and consumers.
Buildings are often designed without giving enough consideration to digital connectivity, he said. The shortcomings then become apparent only after occupants move in, when fixing the problem can be more expensive and disruptive.
TRAI is conducting workshops with different stakeholders to raise awareness about in-building solutions and the digital connectivity rating framework.
Lahoti said the framework has already seen some initial adoption, with propertiesing and others going through the rating process. He expects the importance of indoor connectivity to grow as telecom technology evolves.
“In five years' time, we may see the rollout of 6G,” Lahoti said. “Seamless connectivity will become absolutely essential and very important.”TRAI's broader objective is to make digital connectivity a consideration at the planning stage of a building, rather than something developers and occupants have to worry about after construction is complete.
