TOKYO -- Tokyo Electric Power Co. Holdings has developed an artificial intelligence system to help with applications for restarting nuclear power plants, part of an effort to save labor in an industry facing a shortage of specialized personnel.

TEPCO developed the system with Itochu Techno-Solutions (CTC) and Tokyo-based AI startup Stockmark. The AI system is expected to reduce the workload in the relevant processes by 80%. Trials began Monday, with the aim of putting the system into practical use around fiscal 2027.

Power companies in Japan that look to build new nuclear plants, restart reactors or upgrade equipment must undergo reviews and obtain approvals from the Nuclear Regulation Authority. The applications require significant amounts of documentation and large numbers of specialists, and improving efficiency is a pressing issue.

TEPCO submitted roughly 70,000 pages of documents in its application to restart the No. 7 reactor at the Kashiwazaki-Kariwa nuclear plant in Niigata prefecture. More than 100 specialists spent months preparing the documents.

The Kashiwazaki-Kariwa plant's No. 6 reactor resumed commercial operations for the first time in 14 years this past April. Construction of antiterrorism facilities is underway at the No. 7 reactor through 2029 as part of preparations to restart. Moving forward, documentation will be needed for final checks and other procedures.

TEPCO will also need to apply for a safety review of its Higashidori nuclear power plant in northern Aomori prefecture, where it aims to resume construction. The new AI system will also be used for these procedures. The Kashiwazaki-Kariwa nuclear power plant in Niigata prefecture.

The AI system reads past application documents and such technical data as seismic assessments to generate text and diagrams for new applications. It also has functions to check for omissions and errors, and the developers plan to enable it to detect inconsistencies in documents and unusual revisions.

Nuclear power plants involve significant amounts of confidential information, making AI difficult to use for this kind of work until now. CTC and TEPCO developed the system using Stockmark's AI as a foundation.

TEPCO and its partners are also considering offering the AI system to other major electric companies. They plan to design it for use not only in reviews for reactor restarts, but also in a range of other procedures, including modifying specifications of nuclear plants in operation.

Nuclear plants can generate a steady supply of power without emitting carbon dioxide. Electricity demand is rising nationwide with the spread of data centers and other facilities. The government aims for nuclear power to account for about 20% of Japan's electricity generation mix in fiscal 2040. It also seeks to replace as many as five reactors in the 2040s.

But the nuclear industry is facing a personnel shortage. About 70% of nuclear-related companies could not recruit as many workers as they needed in fiscal 2025, according to a survey by the Japan Atomic Industrial Forum.
