The Los Angeles Unified School District has a high fiscal solvency risk level as its yearslong enrollment decline continues, according to a new analysis from California officials.
The state’s report underscores that the second-largest school district in the US is burning through cash, with the balance on its unrestricted general fund expected to shrivel from about $1.6 billion in fiscal year 2026 to just $5 million in fiscal year 2029.
District officials have warned those figures could get worse if student attendance — the basis for much of the school system’s funding — continues to fall short of expectations, as it did by about 1% at the start of the current academic year. Each percentage point decline in enrollment reduces revenue by as much as $60 million.
The district’s budget woes triggered the new state review and prompted two credit rating agencies to downgrade LAUSD over the summer. Administrators have considered closing campuses, a move state analysts suggested will be necessary.
“The district will need to align staffing and facilities with enrollment,” the Fiscal Crisis and Management Assistance Team, an independent state agency, said in its report.
A spokesperson for LAUSD declined to comment on the analysis before the board discusses it Tuesday during a regularly scheduled meeting.
The district is just one of many across the US grappling with a declining number of students as birth rates fall and many young families are priced out of expensive cities like Los Angeles. Meanwhile, school districts face rising prices for everything from facility maintenance and insurance to employee health care. LAUSD also approved raises and expanded benefits earlier this year to avert a major teachers’ strike.
The district is now planning worker furloughs and will launch a series of community information sessions this week about potentially consolidating campuses.
While LAUSD has largely avoided the sort of sweeping campus closures undertaken by other financially troubled school systems, such as in Chicago and Cleveland, the state’s analysis found the district has been understating the capacity of some schools.
School staff interviewed by state officials said the district routinely used classrooms for storage and office space as the number of LAUSD students fell to 353,065 in fiscal year 2026, down from 603,814 in the 2010 fiscal year.
The report found that 481 of 738 schools are operating at or below 60% capacity, when not counting charter schools that may share the same campuses.
Many of the factors the state considered pointed to only a moderate fiscal solvency risk level, but the the Los Angeles County Office of Education issuing a “lack of going concern” warning on the district earlier this year tipped it into the higher-risk category. State officials also said several of the cost-saving measures the district previously approved hadn’t been implemented during their review.
County regulators approved the district’s annual budget on Sept. 15 but with conditions, and required LAUSD officials to provide more details on cost-cutting plans by Thursday.
