When asked whether TRAI would intervene if operators were to raise tariffs by 10-15%, Chairman Anil Kumar Lahoti said, " I don't think we can act on this based on guesswork. As soon as there is a necessity of intervention, we'll do that." The Telecom Regulatory Authority of India (TRAI) has said it cannot act on “guesswork” over reports of a possible 10-15% telecom tariff hike, even as it maintains that operators must comply with its mandate to offer voice- and SMS-only plans despite industry pushback.

TRAI Chairman Anil Kumar Lahoti, speaking to CNBC-TV18, said tariffs are currently under a forbearance regime, leaving operators to decide their prices. He said market forces are determining tariffs in a competitive telecom sector, while TRAI continues to monitor developments.

“As far as tariff is concerned, as per the present regulatory provisions, the tariff is under forbearance, which means the tariff is to be decided by operators,” Lahoti said.

He also pointed to the level of competition in the sector, saying tariffs in India are “probably the lowest in the world”.

On TRAI’s mandate for voice- and SMS-only plans, Lahoti said the regulator has not received a response from operators, but stressed that the requirement is already part of the regulations.

He pointed to crores of feature-phone users who do not consume data, as well as elderlyrs who may not be comfortable using data. “It is important that the consumer has the choice to to the service they want,” he said.

TRAI has not asked operators to withdraw existing plans that bundle data with voice and SMS. Instead, Lahoti said, operators must also offer consumers the option of choosing plans without data.
