TAIPEI -- Taiwan's foreign minister launched a new quasi-diplomatic mission in Arizona during a three-day visit to the U.S., as the Asian tech power rapidly expands its semiconductor investment footprint stateside.
Minister of Foreign Affairs Lin Chia-lung was set to wrap up his tour on Monday, U.S. time, after officiating the launch of the Taipei Economic and Cultural Office in Phoenix and attending a reception. Due to Taiwan's unique position lacking formal relations with major powers, most of its overseas missions use the name "Taipei" and are styled as "economic and cultural offices." The Phoenix office marks Taiwan's 14th such mission in the U.S., and bolsters an expansion effort that also includes recently revealed plans for a second mission in the Philippines While the recent summit between U.S. President Donald Trump and Chinese leader Xi Jinping turned a spotlight on stalled approvals of American arms sales to Taipei, economic, security and political engagement is moving ahead on the ground.
"The opening of the Phoenix office is an excellent example of the Taiwan government ensuring they have the foreign policy support for the growing community of Taiwan companies and citizens that will increasingly populate the city and state," said Rupert Hammond-Chambers, senior adviser at U.S. consultancy BowerGroupAsia, pointing to Taiwan's investment in Arizona centering on semiconductor manufacturing.
Taiwan Semiconductor Manufacturing Co. (TSMC) in July announced it would invest an additional $100 billion in the U.S. to build several more cutting-edge chipmaking facilities as well as advanced packaging plants in Arizona.
The chipmaking plants will be at the 2-nanometer or better level of technology. The additional plan brings TSMC's announced investments in Arizona to $265 billion, the biggest foreign investment by the Taiwanese chipmaker.
Taiwan's President Lai Ching-te has prioritized strengthening relations with the U.S., with a big push on investment along with commitments to step up Taiwan's defense spending.
"The Lai administration has championed, with Minister Lin as its chief advocate, tech diplomacy: the fusing of Taiwan's technology dominance, particularly in the IC (integrated circuit) market, with Taiwan's efforts to expand its global policy reach," Hammond-Chambers told Nikkei Asia. "The government is effectively opening political doors, previously closed, by leveraging the true globalization of its technology sector and the supply chains that support it." Separately, former President Tsai Ing-wen said on Friday that she would visit the U.S. this week to speak at a Stanford University security conference, her first trip to the country since stepping down in 2024.
As Taipei's top diplomat, Lin faces a high-stakes task of navigating a shifting global order while Taiwan, along with neighbors Japan and the Philippines, faces increasing military and political heat from China. Beijing claims Taiwan as its own and has escalated a military buildup coupled with a campaign of "gray zone" pressure short of outright war.
Taiwan rejects China's sovereignty claims. And although it has few formal diplomatic relationships and its foreign minister is typically shunned by major countries under pressure from Beijing, Lin has managed to make an unusual number of overseas trips Apart from the U.S., his travels since taking office in May 2024 have included France, Japan, the Philippines, Belgium, Lithuania, Poland, the Czech Republic, the Netherlands, Italy, Austria and Switzerland.
Before he flew to Arizona, he made a week-long visit to Belize and Guatemala, Taiwan's two formal diplomatic partners in Central America.
The Arizona office reflects the booming relationship between Taiwan and the U.S., according to David Sacks at the Council on Foreign Relations.
"TSMC's investment in Arizona is the single largest foreign direct investment in American history, while Taiwan is now America's fourth-largest trading partner," Sacks said.
"Perhaps more stunning, the United States now imports more goods from Taiwan than it does from China, something that hasn't happened in over three decades," he added.
Taiwan's outpost in Arizona will mainly serve the consular needs of the expanding Taiwanese community in Arizona, most of whom work for TSMC or one of its suppliers, according to Sacks, who previously worked on political military affairs at the American Institute in Taiwan, the de facto embassy.
Taiwan and U.S. President Donald Trump's administration have signed an Agreement on Reciprocal Trade (ART), a landmark tariffs and trade pact but it has yet to legally enter into force. Resolving double taxation remains a key issue for bilateral investments, however.
