China’s Xiongan New Area is accelerating its hunt for technology firms as the city, designed partly to house state-owned institutions relocated from Beijing, moves to nurture its own industries, according to people familiar with its plans and local officials.
Officials were looking to attract tech companies that could reach valuations of 10 billion yuan (US$1.4 billion), hoping some would list on stock markets, including Hong Kong’s, in the next few years, sources said, adding that the key sectors would span artificial intelligence, satellite internet and robotics.
Xiongan was pursuing a three-year developmental goal dubbed “511”, which aimed to cultivate five companies valued at or above 10 billion yuan, 10 worth more than 5 billion yuan, and 100 core firms, local officials said.
The ambitious targets first surfaced at a media briefing by Zhang Yingjie, deputy head of the new area’s Bureau of Industry, Information Technology and Data, in June, The Paper, a digital news outlet based in Shanghai, reported. Xiongan authorities did not immediately respond to a request for further details of the plan.
Established in April 2017 under a plan championed by President Xi Jinping, Xiongan, dubbed China’s “city of the future”, spans three counties and surrounding areas in Hebei province, about 100km southwest of Beijing.
It was designed to ease pressure on Beijing by moving some universities and state-owned enterprises from the capital, while creating a new engine of regional growth.
State-owned enterprises have anchored the first wave of arrivals. China Satellite Network Group and China Huaneng, a major power generation company, have moved their headquarters to Xiongan. Since 2023, Xiongan has attracted 157 second- and third-tier subsidiaries of central state-owned enterprises.
PDD Holdings, the owner of the Pinduoduo and Temu online marketplaces, established a digital services subsidiary there in May that has already hired more than 5,000 people, Xinhua reported.
However, sources said that simply moving state firms’ headquarters would do little to establish a lasting technology industry if their suppliers, researchers and business operations remained elsewhere. One expert familiar with the local authorities’ thinking said the relocation of a corporate headquarters gave you “a building rather than a supply chain”.
Measures released by Xiongan authorities in April call for officials to map the supply chains of relocated state firms and encourage private companies to take part in their procurement, technical research and projects testing new applications.
China Satellite Network Group offers an early example. Since moving to Xiongan in 2024, it has become an anchor for a 69-firm aerospace information cluster by September, according to official figures.
Meanwhile, Xiongan has also attracted a growing number of laid-off tech professionals and solo entrepreneurs from Beijing who are seeking to strike out on their own, as advances in artificial intelligence models and agents make it increasingly feasible to build “one-person companies” (OPCs).
At a workshop at Xiongan AI Industry Park late last month, participants spent an afternoon building AI-assisted WeChat mini-programmes, a low-cost test of a business idea and an essential social media tool for running OPCs. Five produced initial prototypes by the end of the session, according to the organiser.
Xiongan has moved to support OPCs with dedicated incubators and subsidised computing resources. Four AI-focused OPC communities opened in May, offering more than 60,000 square metres (645,800 square feet) of space along with help on company registration, technical training, legal and financial matters, and finding customers.
Under a support programme introduced this summer, qualified early-stage founders can receive six months of free computing capacity and AI model tokens. The new area is also developing shared workspaces and services to connect solo founders with financing and potential projects.
For all the resources Xiongan could put behind its technology recruitment drive, the question facing any company mulling a move was straightforward, the expert said: “Is there enough business to be done there?”
