TOKYO -- France's growing military engagement in the Indo-Pacific adds another layer of deterrence against potential adversaries in the region, the French general overseeing the country's flagship long-range air deployment mission to the region told Nikkei Asia.

The French Air and Space Force is conducting a 40-day mission dubbed Pegase 26, which began on Sept. 8 and is set to run through Oct. 15, deploying four Rafale fighter jets and support aircraft from France across three continents spanning more than 40,000 kilometers to demonstrate its ability to project air power rapidly around the globe.

After departing France in early September, the aircraft made stops in several Asian countries, including Japan, South Korea, Indonesia and India. The deployment also visited the French overseas territory of Reunion.

"France is an Indo-Pacific nation, not an outside power looking in. We have territories, we have citizens, we have interests here, and therefore we have a duty to be present," Maj. Gen. Julien Sabene of the French Air and Space Force, said in a recent interview.

"The center of gravity of the world is shifting, slowly but surely, towards the Indo-Pacific region, and we're here to defend the freedom of navigation, to keep things as quiet as possible to prevent conflict from happening," he said.

"The fact that our possible adversaries know that France can bring along forces quickly wherever the fight might present itself is, in a way, a kind of deterrence," he added. "I would imagine that we quiet down any potential foes... since they know that in a matter of hours we can be there with fighters." Launched in 2018, the Pegase mission is a part of France's broader Indo-Pacific strategy, adopted in 2019, which made it the first European nation to embrace such an approach. Maj.

Gen. Julien Sabene of the French Air and Space Force spoke with Nikkei Asia in a recent interview. He said, "The center of gravity of the world is shifting, slowly but surely, towards the Indo-Pacific region." The deployment also reflects Europe's expanding military engagement in the region. Deployments by France, Germany, Italy and the Netherlands reached a post-Cold War high in 2024 and 2025, according to research by Germany's Heinrich Boll Foundation.

Europe's engagement in the Indo-Pacific "rests on a fundamental theory that linking the interests of Europe and the Indo-Pacific together is the best way to achieve deterrence in both theaters," said Luke Collin, principal in the defense and national security practice at The Asia Group.

"Europeans are saying what happens in the Indo-Pacific directly impacts our national security and economic interests, and we have a concern, an interest, a stake in what happens there" while Asian countries are "saying we also have a stake in what happens in Europe," Collin said. "It's creating this linkage between the two theaters that essentially rests on the principles of the rules-based order based on international law, which has become more of a priority after Russia's invasion of Ukraine in 2022," he added.

Sabene stressed that France is "not in a competition" with other European nations or the U.S., which has traditionally been the central pillar of Asia's security architecture. He said his country could also contribute its expertise in "air policing and air defense." Several French military installations in the Middle East have been targeted during the Iran war, and some French Air and Space Force assets have played a pivotal role in the defense of partners in the region during that conflict, Sabene said.

"We were facing direct attacks on the bases of the partners where we were deployed, and we engaged our fighters in a protective mode. We shot down flying objects like Shahed [attack drones]. This kind of expertise is not widely shared, so we can bring this expertise," he said.

France matters in the Indo-Pacific because it is "fully integrated into the regional fabric of the security architecture" through its overseas territories there, said Alessio Patalano, professor of War and Strategy in East Asia at King's College London.

"Their military infrastructure is very rooted, cast across the entire region and as a result of that they have a very granular knowledge of how everybody operates," Patalano said. "It may not be as big as the U.S., but it is an important voice not just in the region but globally. What they do people pay attention to ... and it's still a nuclear power." During the opening stages of the mission, now in its seventh edition, the Rafales flew over Greenland before reaching Alaska and going on to Japan.

The route marked Pegase's first travel over Greenland, where U.S. President Donald Trump has repeatedly threatened to take control of the self-governing Danish territory. In late September, the U.S., Denmark and Greenland signed a trilateral security agreement that allows for a greater American military presence on the island.

Sabene said the route was not intended as a message to the U.S. and described America as a "very close partner." If anything, it was a message "we intend to give to our potential adversaries, which are further to the east of France," he said.

The Arctic route also "gives us new options" for deploying air power, Sabene said. "It means it's more difficult to neutralize the air and space power engagement," he said.

"Besides, the Arctic, because of climate change, has become the center of attention for big powers, and we, along with all the NATO countries, share the concern to be there because it could be a next theater of operation," he added.
