Around two dozen luxury houses at One Stanley have been sold since Hong Kong authorities launched an investigation into alleged structural defects in March, with buyers including local and international businesspeople.
These transactions have prompted experts to call for stronger homebuyer protections, including implementing a mandatory period for buyers to rescind contracts when statutory violations are discovered.
The South China Morning Post learned that 24 transactions were recorded at One Stanley between March and September on Wednesday, despite an ongoing government probe into construction quality at the development.
Lingnan University Professor Yau Yung, a surveyor who researches building illegality, urged stronger consumer protections for first-hand property buyers.
“I have suggested a mandatory time frame during which buyers can rescind purchase contracts if severe defects or statutory violations are discovered,” he said.
Among the 24 transactions, buyers included local entrepreneurs, mainland Chinese executives and international businesspeople, with several of the properties featuring sea views, sources said.
The Buildings Department said on Saturday that it had launched an investigation into work quality issues at One Stanley in Stanley, one of the most expensive neighbourhoods in the Southern district, and had requested information from the developer, contractor and relevant professionals.

The department sent staff to carry out an on-site inspection at a house in March after receiving the owner’s complaint regarding the structural safety of the floor slabs of the property in January. It said its previous inspections did not find any imminent danger.
The development comprises 32 detached houses and 11 low-rise blocks containing 50 flats in total.
The issue came to light after a report published on Friday by online property news platform WuChatProp alleged that an on-site inspection of a house at One Stanley found insufficient steel bars had been used in some parts, falling short of the number in the approved building plans by as much as 75 per cent.
The owner reportedly bought the property in 2024 for about HK$100million (US$12.8 million) and discovered quality issues when he started renovations in August last year.
The Buildings Department said in a reply to the SCMP on Tuesday night that as the investigation was under way, it would be inappropriate to comment further.
The department added that it had instructed the developer to inspect similar houses and residential units within the development and submit a report.
As the regulatory authority, the department also said it would proactively carry out random checks on selected units and audit other current projects managed by the involved building professionals and contractors to ensure overall structural safety.
K Wise Limited, the vendor of the estate, has three directors: Law Kino, Ng Shun-yee, and Raymond Law Ka-kui as of Tuesday.
Raymond Law is the youngest son of late textile tycoon and one of the founders of Bossini, Law Ting-pong, while Law Kino is the tycoon’s grandson.
According to the Buildings Department’s record, it issued occupation permits to 32 stand-alone houses and 11 low-rise blocks at One Stanley in July 2023. The document stated that Wong Ming-yim was the project’s authorised person and Benny Lai Siu-lun as theed structural engineer.
Sales information of One Stanley indicated that Wong was from DLN Architects. According to the firm’s website, Wong was a deputy managing director at the company founded in Hong Kong in 1972.
Lai was believed to be the executive director of SYW & Associates, as the company’s phone number matches with the contact of Wong on the department’s structural engineers’.
According to an SCMP check, Lai was also believed to be one of the members of an Independent Review Panel to inquire into the partial collapse of the Married Inspectors’ Quarters building at the Central Police Station in its early days.
While declining to comment on the specific development, former lawmaker and lawyer Doreen Kong Yuk-foon noted a recent surge in construction defect cases across the city, highlighting an urgent need for enhanced legal protections for homebuyers.
She added that latent structural issues often emerge years after completion, yet statutory liability for Hong Kong builders remained strictly limited.
She said that holding developers accountable for defects was exceptionally difficult for homebuyers, particularly when project entities undergo voluntary winding up shortly after selling all units.
To address these loopholes, she urged the government to reform existing regulations, including restricting developers from swiftly initiating voluntary winding-up proceedings upon completing sales.
However, a barrister specialising in property law said whether a developer should stop selling properties after identifying issues was a commercial decision.
“Having to halt the sales of the entire development just because of an issue at one flat is somewhat hard to justify from a commercial perspective,” the industry player said.
“A development may involve 1,000 flats. If that were the policy, it would discourage developers from investing or selling properties. We need to strike a balance.”The barrister added that a developer who knows about work-quality issues and still sold its properties also bore the risk of compensating buyers in the future.
