Democrats on the House Armed Services Committee are considering reviving a subcommittee dedicated solely to scrutinizing the Pentagon as they aim to ramp up oversight of Defense Secretary Pete Hegseth’s operation if they control the House next year. Those deliberations, described by three people granted anonymity to detail them, have not yet resulted in a final decision. Creating the oversight panel is one of several oversight options being considered. Doing so would resurrect a subcommittee that Armed Services Democrats eliminated during President Donald Trump’s first term.

Why it matters: The discussions underscore the lengthy list of controversies Democrats hope to probe with public hearings and investigations — including the cost and impact of the Iran war, concerns about politicization of the military, allegations of war crimes, Pentagon business dealings and the firings and blocked promotions of senior officers. But doing so would require staff, member attention and potentially the elimination of a different subcommittee. Whether the oversight workload warrants a dedicated panel is up to ranking member Rep. Adam Smith (D-Wash.), who is in line to chair Armed Services if Democrats win in the midterms.

Any structural changes won’t be finalized until HASC formally organizes and adopts its rules in January.

What’s old is new: HASC previously maintained an Oversight and Investigations panel from 2007 to 2019. As chair, Smith opted to eliminate the subcommittee, arguing the panel hadn’t "made much of an impact" and that oversight work could be better handled by HASC’s remaining subcommittees.

Pros and cons: Establishing a fresh oversight panel could help HASC Democrats by giving the full committee and other subcommittees an outlet dedicated solely to scrutinizing the Pentagon at a time when a potential new majority is expected to confront the Trump administration on several fronts. At the same time, creating a new subcommittee could pose logistical challenges.

It would need to hire staff, likely reducing the number of aides available to the full committee and remaining subcommittees on other issues. A new panel would also compete with other subcommittees for the attention of lawmakers for hearings and briefings. House rules also limit the number of subcommittees for each standing committee. Reviving an oversight panel would likely force HASC Democrats to eliminate a different subcommittee, or combine subcommittees, or require a tweak to House rules to allow for more.

Other moves: HASC leaders have other procedural tools to conduct oversight without creating new subcommittees. Armed Services rules also allow the chair to establish special panels that last up to six months and task forces that can run up to three months. HASC Chair Mike Rogers (R-Ala.) created a bipartisan panel in 2023 to study military quality of life issues, while Smith in 2021 created a bipartisan task force to examine threats to the defense supply chain.
