North Korea’s Kim Yo-jong, the powerful sister of leader Kim Jong-un, denounced on Thursday South Korea’s plans to provide medical equipment aid to Pyongyang, calling it a “political provocation” and violation of its sovereignty.
根据朝鲜官方媒体KCNA的报道，金与正批评韩国公开寻求联合国对这一医疗援助计划的制裁豁免，称韩国通过提及药品和医疗设备的短缺以及朝鲜医疗条件的恶化来“侮辱”朝鲜。
In a statement carried by state media KCNA, Kim criticised Seoul for publicising its efforts to obtain United Nations sanctions exemptions for a medical aid package, saying Seoul had “insulted” North Korea by referring to shortages of medicines and medical equipment and deteriorating health conditions.
金与正表示：“朝韩关系的敌对性质永远不会改变”，并强调朝鲜的立场是“与韩国之间没有任何可以给予或接受的东西”。作为朝鲜执政党劳动党的高级官员，她认为韩国的援助提议只是为了展示其“善意”，而朝鲜拒绝这一援助其实只是出于政治目的。
“The hostile nature of inter-Korean relations and South Korea’s identity can never change,” Kim said, adding that North Korea’s position is that there is “nothing to give or receive” from South Korea. Kim, a senior official in the North’s ruling Workers’ Party, said Seoul’s aid proposal was intended to showcase South Korea’s “goodwill” in contrast to North Korea’s rejection of the help, calling the effort a politically motivated scheme.

Seoul secured a UN sanctions exemption in May to ship medical equipment worth about US$6.8 million to a hospital in Pyongyang, according to South Korean media reports. The plan involves sending more than 1,400 medical items, including diagnostic and surgical equipment, by late November, although Seoul’s unification ministry said the proposal remained subject to consultations with North Korea, the reports said.

South Korean President Lee Jae Myung has sought to reopen dialogue with North Korea and expand humanitarian cooperation despite repeated rebuffs from Pyongyang.

Kim also linked the aid issue to a recent mine blast dispute, accusing Seoul of simultaneously pursuing humanitarian outreach while escalating tensions over the mine incident that wounded South Korean soldiers near the demilitarised zone last month.
金与正说：“如果韩国真的希望改善朝韩关系，就应该首先在言行上表现出尊重、体谅和诚意。”
“If there is truly a desire to restore inter-Korean relations, South Korea should first show respect, consideration and sincerity in each of its words and actions,” Kim said.
首尔方面称，此次事件是由朝鲜水雷所致，并警告将采取外交和军事回应；平壤则否认布设水雷，称该事件系捏造。
Seoul says the incident was caused by North Korean mines and has warned of diplomatic and military responses, while Pyongyang has denied planting the mines and described the incident as a fabrication.
韩国统一部表示，首尔不会因朝鲜回应的“每一个动向”而动摇，将继续努力缓解朝韩之间的不信任。
South Korea’s unification ministry said Seoul would not be “swayed by each development” in North Korea’s response and would continue efforts to ease distrust between the two Koreas.
