Francesco Gaetano Caltagirone, the second-biggest shareholder in Banca Monte dei Paschi di Siena SpA, opposes a plan by the Tuscan lender to launch takeover offers for two rivals, in a setback to Chief Executive Officer Luigi Lovaglio.

Intesa earlier this month raised its offer while making it contingent on the rejection of CEO’s rival plan.

Caltagirone raised his holding in Monte Paschi to about 13.5% earlier this year, Bloomberg News has reported. Together with Delfin’s roughly 17.5% stake, the two investors account for about 31% of the lender’s capital. Lovaglio needs the backing of two thirds of the votes cast at the Oct. 29 meeting to keep his proposal alive.
