The US adheres to established bilateral protocols governing the use of military installations in Portugal, Secretary of State Marco Rubio said Thursday, rejecting assertions that Washington infringed on allied sovereignty during operations against Iran.
“Suffice it to say that we have existing protocols that govern our presence here and how we use our bases, and we always follow them out of respect and out of compliance with the agreements that we have with our NATO allies,” Rubio told reporters.
He made the remarks during a joint appearance with Portuguese Foreign Minister Paulo Rangel in Lisbon.
Rubio was responding to questions about an examination by the Portuguese public prosecutor and criticism from Amnesty International over US military flights through Lajes Air Base in the Azores islands during the Iran war.
Declining to disclose internal diplomatic conversations, Rubio said Washington maintains a “strong, regulated relationship with Portugal” and would never violate allied sovereignty.
Speaking about reducing dependencies on China, Rubio warned against excessive reliance on external partners, citing supply disruptions during the COVID-19 pandemic.
He argued that no country should depend on another for “95% of anything,” pointing to vulnerabilities involving critical minerals, key technologies and biotechnology.
Rubio said safeguarding communications infrastructure remains a vital security priority, arguing that foreign investment in telecommunications exposes nations to state-directed pressure.
He also raised concerns about subsea connectivity, saying undersea cables are “increasingly being threatened all over the world by bad actors that are trying to access them and cut them in a time of conflict or even as a point of leverage.”Rubio described Portugal as an “ideal gateway” for US technology firms entering Europe, pointing to its undersea infrastructure, affordable energy, mineral reserves and data centers.
During his stop in Lisbon, Rubio also held talks with Portuguese Prime Minister Luis Montenegro.
