The Arctic Circle Assembly opened Thursday in Iceland's capital, Reykjavik, bringing together government officials, Indigenous representatives, scientists, business leaders and civil society groups from more than 70 countries.
据主办方介绍，此次年度会议于10月8日至10日在哈帕音乐厅及会议中心举行，预计将吸引多达2500名与会者，约700名演讲者将在200多场会议中发言。
The annual gathering, held Oct. 8-10 at the Harpa Concert Hall and Conference Centre, is expected to draw up to 2,500 participants and about 700 speakers across more than 200 sessions, according to organizers.
北极圈创始人兼主席、冰岛前总统奥拉夫·拉格纳·格里姆松在开幕致辞中表示：“这个大会并非由我或秘书处创建，它本质上是由各位共同缔造的。”
“The Assembly is not created by me or the Secretariat. It is created fundamentally by you,” Arctic Circle founder and chairman and former Icelandic President Olafur Ragnar Grimsson said in his opening remarks.
加拿大外交部长阿尼塔·阿南德也在开幕式上发言，强调应将北极视为当地居民的家园。
Canadian Foreign Minister Anita Anand also addressed the opening, saying the Arctic should be viewed as a homeland for the people who live there.

“The Arctic is not simply a strategic frontier, it is a homeland, and its future must begin always, including our conversations at the Arctic Circle Assembly, with the people who live there,” she said.
格陵兰外交部长穆特·B·埃格德发表了题为《没有格陵兰人的参与，就做不了关于格陵兰的决定》的主旨演讲。本次大会的议题涵盖北极地缘政治与安全，包括美国、格陵兰、加拿大、中国及欧盟的作用，此外还涉及气候变化、科学研究、原住民权益及商业发展等内容。
Greenland's Foreign Minister Mute B. Egede delivered an opening plenary address titled “Nothing about Greenland without Greenland.”The program includes discussions on Arctic geopolitics and security, including the roles of the US, Greenland, Canada, China and the EU, as well as climate change, science, Indigenous peoples and business.
北约军事委员会主席朱塞佩·卡沃·德拉戈内海军上将与加拿大国防军总司令珍妮·卡里尼安将军也将出席关于“北约与北极”的专题会议。
NATO Military Committee Chairman Adm. Giuseppe Cavo Dragone and Canadian Chief of the Defense Staff Gen. Jennie Carignan are scheduled to take part in a session on NATO and the Arctic.
值此北极理事会成立30周年之际，阿南德、埃格德以及萨米理事会主席佩尔-奥洛夫·努蒂等人也将共同参与相关纪念活动。
The Arctic Council's 30th anniversary will also be marked during the assembly, with Anand, Egede and Saami Council President Per-Olof Nutti among the participants.
