The Universal Postal Union (UPU) called Friday for urgent structural changes to the global postal sector, warning that economic shocks, trade restrictions, and geopolitical conflicts are increasingly disrupting international mail flows.

In its State of the Postal Sector 2026 report, the UN agency said the industry's challenges are structural rather than temporary, requiring "immediate, radical transformation." The report found that global postal revenue declined for a third consecutive year in real terms in 2024, falling 7% from its 2021 peak to $563.4 billion.

Following the US suspension of duty-free treatment for low-value imports in August 2025, inbound postal tonnage plunged 70.3% year-on-year in September, compared with an 8.9% decline in August.

The report also highlighted the impact of the Middle East conflict on global postal flows, pointing to oil price spikes, vessels avoiding transit near the Strait of Hormuz, and restrictions on Gulf airspace.
报告补充称，航空运力、过境路线和保险成本的中断，恰逢今年3月阿拉伯地区发件人的中位邮政吨位暴跌51.4%，而活跃发件走廊数量从784条减少至504条。
It added that disruptions to air transport capacity, transit routes, and insurance costs coincided with a 51.4% plunge in median postal tonnage from Arab region senders this March, while the number of active sender corridors fell from 784 to 504.

It warned that postal networks are becoming increasingly vulnerable to shocks despite improvements in delivery reliability, calling for faster decision-making, regulatory reforms, and greater international coordination.
