Poland’s lower house of parliament, the Sejm, on Thursday approved legislation introducing a nationwide ban on nighttime alcohol sales, a blanket ban on alcohol advertising and higher fees for alcohol sales permits, the Polish news outlet Bankier.pl reported.
The bill passed with 400 votes in favor, nine against and four abstentions. The legislation, drafted by the Left and considered alongside a proposal from the Poland 2050 parliamentary group, prohibits alcohol sales nationwide between 10 pm and 6 am. Restaurants and other venues serving alcohol for consumption on the premises are exempt.
It also allows local authorities to impose additional restrictions on off-premises alcohol sales, including bans between 9 pm and 10 pm or between 6 am and 9 am. The law prohibits advertising and promoting all alcoholic beverages, including beer.
Violations could carry fines ranging from 30,000 zlotys ($8,100) to 1 million zlotys ($270,000), or result in imprisonment. Sellers will be required to check customers’ identification if there is doubt about their age and refuse sales if valid identification is not provided. Alcoholic beverages sold in containers of up to 300 milliliters must be packaged in glass or metal. The packaging must also display visible health warnings about alcohol consumption during pregnancy, drinking and driving, and the risks alcohol poses to people under 18.
The legislation also doubles permit fees for alcohol sales. The fee for beverages containing up to 18% alcohol will rise from 525 zlotys ($142) to 1,050 zlotys ($284), while the fee for beverages containing more than 18% alcohol will increase from 2,100 zlotys ($567) to 4,200 zlotys ($1,134).
The Sejm also adopted amendments addressing the definition of alcohol promotion, distance sales and permits for games of chance used in alcohol advertising under existing rules. The law is scheduled to enter into force on Jan. 1, 2027.
