BERN, Switzerland -- The volume of small international parcels entering the U.S. and the EU fell significantly since tariff exemptions for such shipments were ended, according to a report Friday from a U.N. body that coordinates global postal policies.
The Universal Postal Union report showed that in September 2025 -- a month after the U.S. abolished its "de minimis rule" -- small parcel tonnage going into the U.S. had decreased 70.3% compared to the same month a year earlier.
The decline was exacerbated by postal operators in Germany, Japan, Switzerland and other countries suspending shipments to the U.S. The de minimis rule exempted imports worth under $800 from duties.
In addition to curbing imports of illegal drugs, the end of de minimis exceptions was aimed at limiting China-linked online retailers such as Temu and Shein from selling to U.S. consumers.
Initially, tariffs were applied to packages from China and Hong Kong, but then the exceptions were abolished globally to increase revenue from the levies.
On July 1 this year, the EU also abolished tariff exemptions for packages from outside the bloc worth less than 150 euros ($168 at current rates), and introduced a 3-euro levy per item. Parcel shipments to the EU fell by 31.0% that same month.
The EU change was "visible well in advance, unlike the U.S. shock," according to the report, giving operators time to revise rates and routes, which is why tonnage shipped to the bloc did not fall as sharply.
"Given the sector's current intertwined state, trade policy change in one country or region now impacts every operator globally, almost in real time," according to a news release accompanying the report. "While information needed to offset macro changes is available, the sector lacks a coordinated approach to enable agile decision making." Reduced mail volume and delivery delays stemming from slow decision-making resulted in a combined annual loss of $70.8 billion for postal operators worldwide, the report estimates.
The postal union is hurrying to develop its own AI-backed unified data platform to support rapid decision-making by collecting and analyzing global postal data in real time. The union has developed a platform prototype and aims for practical implementation by 2029.
