Russian President Vladimir Putin said Friday that the Caspian Sea’s shoreline in Russia had receded by an estimated 20,000 square kilometers (7,722 square miles) over the past 20 years, warning of serious environmental and economic consequences.
在土库曼斯坦举行的里海环境峰会上，普京表示，里海的海平面平均每年下降9厘米（3.5英寸），威胁着生物多样性、渔业和沿海土壤的稳定性。
Speaking at the Caspian Environmental Summit in Turkmenistan, Putin said the sea’s water level was falling by an average of nine centimeters (3.5 inches) annually, threatening biodiversity, fisheries and coastal soil stability.
他说：“海平面下降对里海地区的社会经济状况产生了负面影响，降低了跨里海物流走廊的投资吸引力，并可能引发人口生活质量下降、失业及其他严峻危机。”他将这一变化主要归因于气候变化。
“Falling water levels have a negative impact on the socio-economic situation in the Caspian region, reduce the investment attractiveness of trans-Caspian logistics corridors, and threaten a decline in the population's quality of life, job losses, and other acute crises,” he said, attributing the decline primarily to climate change.
普京表示，俄罗斯正与地区合作伙伴共同努力保护里海生态系统，并支持制定一项关于2036年前里海海平面波动的行动计划。
Putin said Russia was working with regional partners to protect the Caspian ecosystem and supported developing an action plan on fluctuations in the sea’s water level through 2036.

He also backed establishing a special commission to investigate the causes of the decline and develop measures to address its consequences, adding that Russia was preparing a comprehensive research program on changes in the Caspian Sea’s water level through 2030.

Moscow has also proposed creating a digital twin of the sea using artificial intelligence to model water-level changes and improve navigation safety.

He stressed the need for coordinated action among Caspian littoral states to preserve the sea’s ecosystem and ensure sustainable regional development.
