News that U.S. soldiers were deployed to Ecuador last month to fight drug-trafficking cartels deserves more attention than it has received. A trademark pledge of President Trump is to stay out of “endless wars.”Yet if ever there were a conflict destined to go on forever, it’s the armed effort to defeat the suppliers of mind-altering substances in the face of robust consumer demand.
这并不是要直接否定“美洲之盾”——这是美国于三月推出的新区域安全倡议,厄瓜多尔任务正是在此框架下启动的。国务院表示,该半球项目的目标是将“志同道合的盟友”凝聚在一起,“共同推进策略,以阻止外国干涉我们半球的事务、刑事和纳科-恐怖主义帮派及卡特尔,以及非法和大规模移民。”}
This isn’t to dismiss out of hand the Shield of the Americas, the new U.S. regional security initiative under which the Ecuador mission was launched. The State Department says the goal of the hemispheric project, unveiled in March, is to pull together “likeminded allies” to “work together to advance strategies that stop foreign interference in our hemisphere, criminal and narco-terrorist gangs and cartels, and illegal and mass immigration.”
