A Japanese public-interest association has established a system to certify juku cram schools taking sufficient measures to prevent sexual violence against children, with requirements including the installation of security cameras in classrooms.
该举措将于12月25日英国披露与禁止服务（DBS）日本版本启动之前推出，该制度要求学校、持牌托儿所等机构核查教师及其他与儿童有接触人员的性犯罪记录。
The move comes ahead of the Dec. 25 launch of a Japanese version of Britain’s Disclosure and Barring Service (DBS), which obliges facilities including schools and licensed nurseries to check the sexual offense records of teachers and others whose work involves contact with children.
虽然塾学校和体育俱乐部可自愿参与DBS体系，但仅有一两名教练的塾学校将被豁免。
While cram schools and sports clubs will be allowed to participate in the DBS system on a voluntary basis, cram schools with only one or two instructors will be exempted from the system.
日本塾学校协会（约400家塾学校成员）因此自行建立了认证体系，旨在让家长和儿童感到安心，并向所有塾学校开放。申请将于11月16日开始受理。
The Japan Juku Association, comprising about 400 cram schools, therefore established its own certification system, which is aimed at making parents and children feel secure and will be open to all juku facilities. Applications will be received from Nov. 16.
要获得认证，塾学校需满足条件，如每间教室安装一台监控摄像头、开展员工培训、设立咨询服务台并制定处理性暴力案件的规定。
To be certified, cram schools must meet criteria such as installing one security camera in each classroom, conducting staff training, setting up a consultation desk and establishing regulations for handling sexual violence cases.
获认证的塾学校将获得可在教室及其他场所展示、并可张贴于其网站上的认证标志。认证需每两年更新一次。
Recognized cram schools will receive a certification mark that can be displayed in classrooms and other places, and posted on their websites. Certification must be renewed every two years.
“此举预计将帮助塾学校为DBS计划做好准备，”协会官员表示。“我们希望各规模的塾学校经营者都能申请该认证体系。”
“This initiative is expected to help (cram schools) prepare for the DBS program,” an association official said. “We hope many cram school operators, regardless of their size, will apply for the certification system.”
