Goldman Sachs president John Waldron has called on China to loosen foreign exchange rules, ease cross-border data restrictions and improve regulatory transparency as the country’s policymakers seek to strengthen Shanghai’s role as an international financial centre.
Waldron, also the investment bank’s chief operating officer and widely seen as a front runner to succeed its current CEO David Solomon, expressed confidence in the city’s potential at an annual meeting of international business leaders advising the Shanghai government.
“Shanghai has an enormous opportunity to become a leading global capital market centre,” Waldron said at the 38th International Business Leaders’ Advisory Council meeting on Sunday.
“Transparency, predictability and consistency are the three most important things that generate confidence in global investors … to allocate capital to this marketplace versus other global opportunities.”Responding to Shanghai Mayor Zhu Zhongming’s question about the key bottlenecks to expanding cross-border and offshore financial services, amid the city’s international financial centre push, Waldron pointed to a set of regulatory steps.
“[This includes] clear guidance on overseas financing structures, stronger safeguards on inward and outward investment [and] being very clear and prescriptive about what those safeguards are,” he said.
He also pointed to “restructuring foreign exchange regulations and simplifying capital account opening” and noted that “one of the challenges in the Chinese market is the capital account and the flow of capital into and out of the country.”Regulators should also reform stock market ownership rules, some of which Waldron said constrained the market’s capacity to raise capital, and expedite reviews of initial public offerings, secondary equity transactions and other capital market offerings to bring the pace of capital formation closer to global standards.
He also suggested assessing foreign financial institutions based on their global resources, rather than just their local entities, during regulatory and licensing reviews, saying this would give global firms greater confidence to allocate capital to the city.
On Friday, Waldron met China’s Vice-Minister of Finance Liao Min in Beijing, where the two “exchanged views on China-US economic and trade relations and the two countries’ macroeconomic situations”, according to the ministry.
During the Sunday meeting, Waldron also called on Shanghai to facilitate cross-border data flow and expand its pilot programme for cross-border data transfers in the Lingang New Area, a special area within the Shanghai free-trade zone.
Restrictions on cross-border data transfers could create “information silos”, preventing Shanghai-based teams at Chinese companies that rely on global risk control and IT platforms from fully leveraging their organisations’ global capabilities, he noted.
Waldron also urged Shanghai to make the city more attractive to international professionals through measures such as simplifying visa applications and establishing mutual recognition of professional qualifications and management experience for senior executives.
He said Shanghai was well positioned to become a leading destination for global talent, noting that it was a city “where executives would ... be happy to live”.
“More investment in further making it easier and more seamless for global talent to live and work in Shanghai is something that’s very important,” he added.
