PALO ALTO, California -- U.S. legal industry artificial intelligence heavyweight Harvey looks to enter Japan in early 2027, a move expected to accelerate AI use by law firms and their corporate clients while pressuring lawyers to use billable time more efficiently.

Harvey CEO Winston Weinberg shared the plans with Nikkei in a recent interview. The company will open an office in Tokyo between January and March and hire staff, including a Japan country manager, as it builds a sales operation targeting law firms and corporate legal departments. It also is working to establish a Japanese subsidiary.

Harvey's partnership with Tokyo-based research firm Legalscape is "definitely going to help bring a lot of trusted Japanese legal sources directly into Harvey," Weinberg said. "We basically have partnered with many of our customers in each jurisdiction to make the product more localized." By teaming with customers to improve the accuracy of its AI in handling Japanese law, Harvey can adapt the service to legal practices specific to the country and make it easier to use, he said.

Harvey was co-founded in 2022 by Weinberg, a former litigator, and an AI researcher. The company develops software specializing in legal work that incorporates generative AI. Its technology streamlines tasks such as drafting documents, reviewing contracts and researching laws in different countries. Harvey uses multiple AI models, including those from U.S.-based OpenAI and Anthropic.

In the U.S., Harvey says its products are used by 80% of the country's 100 largest law firms by revenue. The company, which has offices in Singapore, India and Australia, was valued at $15.5 billion in September, making it a major player in specialized legal AI just four years after its founding.

Its customer base in Japan is already growing. Major law firms using Harvey include Mori Hamada & Matsumoto and Nagashima Ohno & Tsunematsu. Legal departments at companies including trading house Mitsubishi Corp. and advertising agency Dentsu Group also have adopted the service.

Law firms traditionally capitalize on lawyers' expertise by using billing models that charge high hourly rates based on the amount of time worked.

But advanced AI such as Harvey can automate routine tasks and complete others in less time. Clients also can use AI to conduct preliminary research themselves, rather than relying on lawyers.

"I think there is no question that you're seeing people with a lower willingness to pay on transactional work that doesn't require that level of expertise," said Katie Burke, Harvey's chief operating officer. Lawyers increasingly are expected to provide sophisticated judgment and strategic advice quickly, putting pressure on the traditional hourly billing model.

Lawyers themselves will be expected to use AI to improve productivity. As results become more important than hours worked, Weinberg expects lawyer compensation models to change.

"Law firms are going to look at different phases of legal work, and certain phases are going to be billed at a flat rate, but then there will still be the billable hour on top," he said.

Weinberg expects fixed fees to be adopted for parts of big transactions such as acquisitions, while hourly billing remains for work in which costs are difficult to estimate in advance.

Harvey does not disclose its pricing, set per customer on factors such as the number of accounts being purchased. Large customers are thought to receive discounts, but one Japanese company was quoted a price of just over 200,000 yen ($1,260) per person per month, placing the service at the high end of the market.

To win over prospective clients, many of Harvey's sales and customer support staffers are lawyers with extensive knowledge of the industry.

"Generally across Harvey, roughly 20% to 25% of the company at any given time are lawyers," Burke said. "We have lawyers very intentionally across every function. And so we will absolutely be hiring lawyers in Japan." AI also is changing recruitment by law firms, with junior lawyers particularly affected. Many tasks AI can handle, such as research and drafting, traditionally have been entry-level work performed by younger lawyers.

Because Harvey's AI comes at a relatively high price, it is "prompting discussions about the hiring of new lawyers," said a partner at a major Japanese law firm. That leaves some worried about how firms will train the next generation of lawyers.
