The UK government is launching a program it says will create standardized flood assessments to help homeowners, insurers and banks manage their exposure to such risks.

The Flood Performance Certificates (FPC) will initially serve as a pilot program in flood-risk areas ahead of a wider rollout next year, according to a statement on Tuesday by the Department for Environment, Food and Rural Affairs. The goal is to provide a “clear assessment” of the losses a property is likely to face, it said.

“Flooding is devastating for families and communities, and we need all households to know about their own flood risk and what can be done to reduce it,” Floods Minister Emma Hardy said in the statement. The FPC program will “give people the opportunity to access clear, trusted information in one place about the flood risk their home faces.”The development comes as insurers warn of a relentless rise in flood risk across Britain. By mid-century, a quarter of UK homes are likely to be at risk from flooding, according to Jason Storah, chief executive for UK & Ireland General Insurance at Aviva.

In order for the proposed certificate program to succeed, however, insurers will need to work together with banks and the UK’s flood insurer of last resort, Flood Re, he said in the statement.

The goal is to encourage homeowners to invest in flood protections and to reduce the impact of flooding on homes across the UK, Flood Re CEO Perry Thomas said. The state-backed insurer he runs will begin piloting FPCs this quarter, he said.

The certificates have the potential to become “a really valuable tool for homeowners, lenders and insurers,” said Robert Stevens, Nationwide Building Society’s head of property risk. “Having a standardized approach will support greater understanding of flood risk across the housing market,” he said in the statement.
