A former department head of Hong Kong’s fintech hub Cyberport has been granted bail after being charged with accepting bribes to help an artificial intelligence (AI) start-up secure HK$20 million in funding from a government-subsidised programme.

Alice So Nga-lai, 59, former head of entrepreneurship of the Hong Kong Cyberport Management Company, was accused of receiving advantages such as flight tickets, one handbag, two tote bags, one coin purse and a mobile phone between October 2023 and December 2025.

On Monday, she appeared at Eastern Court to face a count of a public servant accepting advantages. The charge was filed by the Independent Commission Against Corruption (ICAC).

The corruption watchdog alleged that Viola Lam Yuen-lee, 39, director and shareholder of Find Solution AI Limited, offered the gifts to So as a reward for giving the company preferential treatment in its application for subsidies under the Digital Transformation Support Pilot Programme.

Cyberport served as the secretariat for the programme, which was launched to provide local small and medium enterprises in the IT industry with subsidies. The government launched the programme in January 2024 with a fund of HK$500 million (US$63.7 million).

At the time of the alleged offence, So managed all secretariat matters concerning the programme, including reviewing subsidy application documents and disbursement of funding, according to ICAC.

The agency also charged another three individuals – Daniel Lee, 40; Chan Hoi-tsun, 31; and Tsang Wai-ping, 52 – who were the downline vendors that had allegedly urged Cyberport to approve the subsidy applications by falsely claiming that they had engaged Find Solution AI to provide services and had already paid half the fee for those services.

The trio faced a joint count of conspiracy to defraud along with Viola Lam and Paul Lam Kin-ho, 35, Find Solution AI’s secretary.

The ICAC said in a press release on Monday that its investigation revealed the present case involved at least 400 applications totalling around HK$20 million in subsidies.

The six defendants were not required to enter a plea at Monday’s hearing as the prosecution sought an adjournment for further investigation.

They each paid a cash bail ranging from HK$20,000 to HK$100,000 and agreed to comply with the conditions, which included remaining in Hong Kong. Magistrate Edward Wong Ching-yu set the next hearing for January 4 next year.
