KUALA LUMPUR -- Malaysia aims to sign a trade agreement with the European Union by June, the nation's trade minister said on Tuesday, as both sides seek deeper economic ties amid geopolitical tensions.

Negotiations are "almost 80%" complete, Investment, Trade and Industry Minister Johari Abdul Ghani told reporters at an EU-Malaysia Business Day event in Kuala Lumpur. He identified palm oil and automotive trade as among the outstanding issues after five rounds of talks, but said, "I think we should be able to resolve it." The talks, relaunched in January 2025 after being put on hold in 2012, are intended to expand market access and investment between Malaysia and the 27-member bloc. Malaysia's exports to the EU rose 28% in the first half of 2026 from a year earlier, while imports increased 12%, EU Ambassador to Malaysia Rafael Daerr said.

Johari suggested that more open trade with Europe could give Malaysia an outlet from the intensifying competition between the U.S. and China. He also emphasized that Kuala Lumpur would continue working with both powers.

"Malaysia does not believe that our economic future should be defined by the choice between East and West," he said in his speech. Palm oil remains a sensitive area, with the EU's deforestation regulation requiring producers supplying its market to demonstrate that covered products are not linked to deforestation.

Asked whether palm oil was a red line for Malaysia, Johari said it was not, arguing that major Malaysian producers were already preparing to meet European requirements. "We are prepared to do that," he said.

The EU is in trade talks with several Southeast Asian countries, and last month negotiations with the Philippines made major progress.

Jozef Sikela, the European commissioner for international partnerships, said closer ties would help both sides navigate a more confrontational global economy. "We are here to empower, not to impose or entrap," he told reporters. "Our policy is to partner, not to plunder." The trade pact push comes alongside European financing for a major semiconductor plant expansion in Malaysia, a hub for chip assembly and testing that is seeking to develop more sophisticated capabilities.

Sikela highlighted Dutch chipmaker NXP's planned investment of around 950 million euros ($1.1 billion) in Petaling Jaya, outside Kuala Lumpur, with European Investment Bank financing of up to 429 million euros. The bank's project listing puts proposed financing at $500 million. It shows a loan signed on Sept. 1 worth about 216 million euros. The financing forms part of the EU's Global Gateway investment initiative.

NXP in August announced a more than doubling of the facility's capacity. The highly automated assembly and testing plant is expected to begin ramping up production in the first quarter of 2028.

Sikela said the project would create skilled jobs, strengthen Malaysia's industrial ecosystem and help diversify the semiconductor supply chains both economies depend on.

"This is a real win-win partnership," he said. Sikela also identified renewable energy, the ASEAN Power Grid, digital connectivity and sustainable technologies as areas for closer cooperation.
