Aviation investigators in Hong Kong are working to determine why a cockpit control on a Boeing cargo freighter moved forward during landing last year, causing the aircraft to veer off an airport runway and kill two security personnel.
The Air Accident Investigation Authority (AAIA), an independent body under the Transport and Logistics Bureau, provided an update on Tuesday on the fatal incident involving the Boeing freighter, owned by Turkish cargo airline ACT Airlines and operated on behalf of Emirates SkyCargo.
The aircraft veered off the tarmac at Hong Kong International Airport in October 2025, crashing into a ground security vehicle parked outside the runway boundary and killing two people inside.

According to an interim statement, the AAIA said one of the key focuses of the ongoing investigation was the forward movement of an engine thrust lever, which caused the aircraft to turn left during the landing roll and veer off the runway.
The AAIA said it would conduct a specialist sound spectrum analysis to determine whether the lever’s forward movement was “driven mechanically or caused by external forces”.
“To date, technical examinations of the relevant aircraft components have not revealed any mechanical failure related to the accident,” it said.
“The investigation team will also arrange flight simulation trials to reconstruct the circumstances of the runway excursion on the day of the accident, and will review the accident history of aircraft of the same type,” it said.
An AAIA spokesman said the authority had proactively expedited the investigation, which is expected to be completed by the end of this year.
The Transport and Logistics Bureau said the accident was complex and that some work had to be carried out overseas by the relevant authorities.
It said the AAIA had also been required to undertake extensive coordination with accredited representatives and technical advisers from parties including the United States’ National Transportation Safety Board, Boeing and aircraft component manufacturers, as well as to verify and confirm relevant information.
The bureau said it was highly concerned about the accident and had asked the AAIA to press ahead with the investigation, with the aim of concluding all work by the end of 2026.
“Should any evidence of suspected unlawful acts come to light during the investigation, it will be referred to the relevant law enforcement agencies for follow-up without delay,” it said.
