The US has placed Nigeria on its Child Soldiers Prevention Act blacklist, which could restrict military assistance, weapons sales, and defense cooperation unless President Donald Trump grants a waiver.

The designation was detailed in the US State Department’s 2026 Trafficking in Persons Report, which accused armed groups operating in Nigeria of recruiting and using children in their activities.

The report identified Boko Haram and the Islamic State West Africa Province (ISWAP) as groups that recruit, abduct and use children, including as combatants, spies, porters, messengers and guards. It said some children were as young as 12.

Countries on the list may face restrictions on international military education and training, foreign military financing, excess defense equipment and certain commercial licenses for military equipment. The restrictions are subject to presidential waivers and other legal exceptions.

The report said the restrictions would apply from Oct. 1 for the fiscal year unless a waiver or other applicable exceptions were granted.

The designation comes amid continued security cooperation between Washington and Abuja, including efforts to combat extremist groups in northeastern Nigeria.

The report also criticized Nigeria’s broader anti-trafficking record, saying Abuja had failed to meet minimum standards for eliminating human trafficking for the 15th consecutive year.

It said Nigerian authorities investigated 1,341 trafficking cases during the reporting period, but recorded 94 prosecutions and 97 convictions. Of 2,004 identified trafficking victims, 675 received government-supported assistance, according to the report.

The State Department also raised concerns about alleged corruption and official complicity in trafficking crimes, saying the government had not reported investigations, prosecutions or convictions of officials allegedly involved.

Despite the criticism, the report acknowledged some progress, including increased government funding for victim services and prevention programs, cooperation with foreign governments on trafficking investigations and the repatriation of Nigerians exploited abroad.

Nigeria has previously appeared on the Child Soldiers Prevention Act list, including in 2015 -2018 and 2020 - 2021. Previous US administrations waived restrictions, allowing military assistance and arms sales to continue.

The latest designation could complicate aspects of the security partnership, although the extent of any restrictions will depend on the application of the law and whether the US president grants a waiver.
