TOKYO -- Japan is seeking a way to de-escalate the Trump administration's planned sanctions on the International Criminal Court, using a 180-day delay before the measures take effect to attempt to cushion the blow.

President Donald Trump's administration said Friday it would impose sanctions on the ICC, including asset freezes and bans on transactions with American companies. The U.S. government had already designated ICC President Tomoko Akane, a Japanese national, as a sanctions target in August.

But the U.S. delayed full implementation of the sanctions, allowing certain transactions necessary for ICC operations to continue for 180 days. The period gives ICC member states time to address U.S. concerns and show progress toward a diplomatic or legal solution. Starting from the Oct. 9 announcement, the delay runs through April 2027.

Japanese officials say Washington may want negotiations to extract concessions from states party to the ICC. Tokyo also will watch for whether the U.S. changes its rhetoric ahead of the November midterm elections.

The ICC, based in the Netherlands, prosecutes individuals accused of war crimes, genocide or crimes against humanity.

Successive U.S. administrations have been concerned that senior American officials, including the president and military personnel, could face prosecution over the country's involvement in armed conflicts.

The Trump White House intensified its opposition to the ICC over the court's investigation into U.S. military conduct in Afghanistan and its issuance of arrest warrants in 2024 for Israeli Prime Minister Benjamin Netanyahu and others.

Under Trump, the American military began attacking vessels it deemed to be involved in drug trafficking in the Caribbean Sea and elsewhere around fall 2025. In January 2026, U.S. forces detained Venezuelan President Nicolas Maduro, and in February the U.S. began strikes against Iran alongside the Israeli military.

The U.S. seeks changes to the Rome Statute, the treaty that established the ICC, to prevent the court from investigating or prosecuting American officials, Reuters has reported. Washington argues the treaty should clarify that the court has no jurisdiction over the U.S., which is not a party to the statute.

"For now, we don't have much choice but to watch what the U.S. does," a senior Japanese Foreign Ministry official said on Tuesday.

Japanese Prime Minister Sanae Takaichi raised the ICC with Trump during a summit in September. After the meeting, Takaichi told her staff that she "said what I wanted to say." She broached the subject despite being urged by the U.S. side not to do so, but Washington proceeded with sanctions against the court.

"I felt that the U.S. has a deep distrust of the ICC and that the situation is difficult," Takaichi said of her exchange with Trump while speaking in parliament on Tuesday.

Chief Cabinet Secretary Minoru Kihara said Sunday on national broadcaster NHK that the two leaders had agreed at the summit that U.S. Secretary of State Marco Rubio and Foreign Minister Toshimitsu Motegi would continue discussing the issue.

Motegi spoke with Rubio by phone on Saturday and conveyed Japan's support for the ICC. The U.S. side explained why it views the sanctions as necessary, and the two agreed to maintain close communication.

The U.S. and Japanese leaders likely will have opportunities to meet at international gatherings from mid-November through December, following the American midterm elections. Tokyo will weigh whether Takaichi should directly raise the issue with Trump again. Japanese officials are cautious about pressing Washington to withdraw the sanctions for fear of damaging bilateral relations with Tokyo's biggest ally.

More than 120 countries and territories including Japan are ICC members, but the U.S., Russia, China and Israel are not. The Trump administration's dispute with the ICC intersects with geopolitical topics including Russia's invasion of Ukraine, human rights concerns in China and tensions in the Middle East.

Japan has repeatedly emphasized its commitment to the rule of law in the international community. Simply accepting the U.S. position could be seen as a retreat from Tokyo's support for the international justice system.

On Saturday, the day after Washington announced its sanctions, Japan joined countries including the U.K., Germany, France and Canada in issuing a statement by eight foreign ministers expressing "unwavering support" for the ICC and noting that they "strongly disagree" with the U.S. sanctions. The Bureau of the Assembly of States Parties to the ICC issued a statement the same day calling for the "immediate revocation" of the sanctions.

Motegi also spoke with Akane, the ICC president, by phone on Saturday and conveyed Japan's intention to continue supporting the court.
