Hong Kong Exchanges and Clearing (HKEX) has completed the first cross-border trading of green products under two pilot programmes with mainland exchanges in Guangzhou and Shenzhen separately, according to an executive.
The exchange’s Core Climate platform has enabled 15 companies, including Airport Authority, China Power International Development, Bank of China (Hong Kong) and others, to purchase Green Electricity Certificates (GECs) through the Guangzhou Power Exchange Centre with a total volume of about 100,000 GECs, said Paul Chow Koon-ying, group chief sustainability officer at HKEX in an interview with the South China Morning Post on Tuesday.
GECs are the nationally recognised energy attribute certificates in mainland China, with each certificate representing one megawatt-hour of renewable electricity. Companies can trade the certificates to meet their renewable electricity commitments.
Launched in 2022, Core Climate is Hong Kong’s international green marketplace for international firms to trade carbon credits, while the new pilot programme is the first time GECs have been added to the platform.
The platform enables companies, investors and project owners to access transparent and certified environmental instruments and forms part of HKEX’s broader commitment to advancing Hong Kong’s role as a leading sustainable finance centre, Chow said.
“These pilots are important steps in strengthening green energy and carbon market connectivity across the Greater Bay Area,” Chow said.
“We will work towards commercialising GECs in Hong Kong, with the aim of making them available through Core Climate, while strengthening collaboration with our partners to develop transparent, efficient and connected sustainable finance infrastructure across the region.”
In another pilot programme, the Core Climate platform is used to settle Shenzhen Emission Allowance transactions with the Shenzhen Green Exchange, the HKEX said on Wednesday.
“The pilot marks the first cross-boundary settlement between onshore and offshore carbon exchanges, strengthening carbon market connectivity between Hong Kong and the Chinese mainland,” Chow said.
Chow said these pilot programmes supported the nation’s dual carbon goals and responded to policy priorities in the Chinese mainland and Hong Kong to explore cross-border carbon trading and settlement, providing practical experience to support the continued development of the region’s carbon markets.
Globally, there has been an increase in demand for green financing since the US-Israel war on Iran started in late February, which has driven up oil prices and prompted global companies to seek cheaper, more stable energy supplies, according to Julian Wentzel, chief sustainability officer at HSBC in an interview with the SCMP last month.
Companies and governments would need to raise funds to finance up to US$20 trillion in global expenditure over the next five to eight years to establish or upgrade their facilities to use renewable energy or other clean energy, Wentzel said.
