HACHIMANTAI, Japan -- Prestigious British schools are expanding one after another into Japan, aiming to use the country as an educational hub to attract students from Asian countries.

Local governments in Japan, which faces a shrinking population and declining birthrate, welcome this move as an opportunity to bring in international students to boost their regions. But challenges, such as high tuition costs and ensuring alignment with the Japan's curriculum, remain to be overcome.

Harrow International School Appi Japan opened in the city of Hachimantai in 2022 and is affiliated with Britain's prestigious Harrow School, the alma mater of former Prime Minister Winston Churchill.

Today, 355 students aged from 11 to 18 attend the school, with Chinese students accounting for 27% of enrollment, Japanese 25%, other Asians 27%. The remainder comes from Europe and the U.S. Students at Harrow International School Appi Japan play basketball during the school's sports day.

Annual tuition and boarding fees for the final year exceed 11 million yen ($69,400), yet demand continues to grow across Asia.

"Even though we're remote and safe, there's a little enclave of people from all over the world getting to know and understand each other, and have a better understanding of the world," Headmaster Stephen Tong told Nikkei Asia.

"I believe staying in Japan will allow me to connect with my Asian heritage and preserve my Asian identity," he said.

Harrow Appi Japan is just one example. Even at a time when Japan's child population continues to shrink, a growing number of elite British schools are opening campuses in Japan, particularly outside Tokyo. The living room of the girls' dormitory at Harrow International School Appi Japan.

Gordonstoun, the Scottish boarding school attended by King Charles III and the late Prince Philip, plans to open its first overseas sister campus in western Japan's Wakayama prefecture in 2027, while Kansai Gaidai University is partnering with Brighton College to launch an international school in Osaka from 2028.

According to the International Education Lab (IEL), seven of the ten British-affiliated international schools in Japan either opened after 2021 or are scheduled to open in the years ahead.

The expansion is also tied to a broader internationalization strategy among Britain's private schools. Seeking to diversify revenue sources while meeting growing demand for English-language education in Asia, many schools have expanded overseas campuses and partnerships in recent decades.

Akito Okada, professor at the Institute of Global Studies at Tokyo University of Foreign Studies, said the expansion reflects Britain's broader effort to promote education exports overseas. The Innovation Workspace at Harrow International School Appi Japan.

According to the British government, education exports already contribute about 32 billion pounds ($42.2 billion) a year to the British economy, and the government aims to raise that figure to 40 billion pounds by 2030.

Okada says these projects work because three groups benefit simultaneously: schools seeking international growth, local communities looking for revitalization and families pursuing global educational opportunities.

Natasha Dangerfield, principal of Gordonstoun Japan, believes Japan could become an educational hub for Asia.

"The U.K. has become more difficult to access because of increasingly complicated visa procedures," she said ahead of the school's opening. "Japan, meanwhile, is safe and easily accessible from across Asia." From left, Harrow International School Appi Japan Headmaster Stephen Tong and Natasha Dangerfield, principal of Gordonstoun Japan.

Britain's Independent Schools Council said that the introduction of a 20% value-added tax, or VAT, on private school fees in 2025, along with increased difficulty in obtaining student visas, may have affected the recruitment of overseas pupils.

Families can access a British-style boarding education without sending children halfway around the world, Dangerfield said, at a time when many parents are reluctant to place their children too far from home amid growing global uncertainty.

Japanese Prime Minister Sanae Takaichi has made immigration policy one of her administration's top priorities since taking office last October and has proceeded with a revision of related regulations. Harrow, however, said that the policy change regarding parents' residency status currently under discussion will not directly affect student enrollment, because the school is a full-boarding institution.

According to IEL Director and Senior Researcher Manabu Murata, educational migration has accelerated in recent years. Concerns such as intense academic competition in China and South Korea, and geopolitical tensions surrounding Taiwan, have all increased interest in Japan.

"Britain and the U.S. used to be the primary destinations," Murata said. "But recently interest in Japan has increased because it is safe, close to major Asian cities and comparatively affordable." He argues that factors such as Japan's safety and relatively stable social environment are similar to the appeal that Switzerland has historically possessed. "Japan could play a similar role in Asia," he added.

Local governments in Japan are increasingly embracing that vision. The city of Wakayama expects Gordonstoun to eventually host around 700 students from around the world.

Wakayama, which is relatively close to major cities in the area such as Osaka, Kyoto and Kobe, has long pursued policies to attract universities as a way to stem youth outflows. According to city officials, more than 80% of local high school graduates choose universities in other prefectures.

Kenta Kobayashi, deputy director of its city promotion division, said, "We expect not only population growth but more interaction between local children and students from around the world." He added, "After spending seven years here, Wakayama will become part of their identity." Britain's elite schools are not the only institutions expanding international educational offerings in Japan. Domestic private schools are also adopting globally recognized curricula to attract internationally minded families and prepare students for higher education overseas.

Gordonstoun Japan International Baccalaureate ) has become a common language of international education," said Osamu Inoue, special advisor to the Principal of Meikei High School in the city of Tsukuba located in Ibaraki prefecture, northeast of Tokyo. The school introduced the IB international education curricula program in 2017 and plans to launch Cambridge international programs next year.

Yet concerns remain about unequal access to expensive private education and the need for stronger integration with local communities.

Many international schools follow curricula different from Japan's national education standards, raising questions about how they fit within the country's system. While qualifications such as IB provide globally recognized pathways to higher education, how these schools connect with Japan's domestic education framework remains an open question.

"What matters is whether the educational resources accumulated there can be shared with local communities and contribute to learning opportunities for a broader range of children," said Okada, the professor. "That is the condition for turning coexistence and mutual prosperity into reality," he added.
