Bank of England Governor Andrew Bailey urged social media companies to take greater responsibility for criminal activity on their platforms.
Speaking at an event at the International Monetary Fund annual meetings in Bangkok on Wednesday, Bailey said social media risks undermining trust and damaging society unless “the big technology platforms” stop publishing misleading and fraudulent content.
His intervention came during a discussion of financial fraud in which he shifted the focus to social media. Bailey has personal experience of online fraud. In June, fake images linked to scam websites emerged showing him fighting Reform UK leader Nigel Farage.
Social media platforms support everything from “the good, the bad, and the incredibly ugly and downright criminal and terrible,” Bailey said. Unlike the printed media in the UK, platforms are not legally responsible for what appears on their sites. The result has been “quite an extreme position” in which there is “no real liability to the platform.”“We need to evolve to a you know world where everybody understands responsibility, and everybody is then a part of addressing the problem,” he said.
Fraud is the UK’s highest volume crime category, accounting for 46% of crimes recorded, according to government figures. “That’s partly the technology, but it’s also the platforms,” Bailey said. “If we don’t have trust in money, we don’t operate as a society. It’s also about trust in technology.”
He argued that it was not enough simply to use compensation after the event to help victims, as that means failing to “take the most important steps you need to do to preserve trust.”
He urged social media companies to be part of the solution, because it “cannot be done by finance alone, given the media that are being used now.”“So we’ve deliberately said, we’re all in this together. The companies providing the tech platforms, the household names, you’ve got to be part of this.”
