British universities are withdrawing course offers as the Home Office tightens study visa enforcement. The lower refusal threshold is reshaping overseas recruitment and raising concerns over inconsistent decisions.
International students, including Indians, are likely to be affected as British universities withdraw course offers amid tighter enforcement of study visa rules by the UK Home Office, according to an analysis by the Financial Times.
Universities fear they could be barred from recruiting overseas students if too many applicants they offer places to are denied visas. Some institutions have therefore reduced recruitment from countries with higher visa refusal rates.
Under Home Office rules, educational institutions risk being banned from recruiting international students if visa applications are rejected for more than 5 per cent of prospective students who receive offers. The threshold was previously 10 per cent.
The UK government says the stricter limit is intended to prevent misuse of the student visa route by applicants from certain countries, particularly Pakistan and Nigeria.
Jamie Arrowsmith, director of Universities UK International, which represents institutions recruiting overseas students, said: "Many refusals appear to rest on flawed, inconsistent and highly subjective reasoning, forcing universities to withdraw offers at scale to avoid breaching compliance thresholds." While acknowledging the need to maintain confidence in the immigration system, Arrowsmith said "visa processing has become markedly less predictable".
The Financial Times said its analysis of Home Office data showed that 10.5 per cent of UK study visa applications were withdrawn in the first half of this year, compared with 2.3 per cent in the same period last year and 0.4 per cent in 2023.
About 40.9 per cent of prospective students from Pakistan withdrew their visa applications in the first six months of this year, up from 3 per cent in the same period last year. The proportion for Nigeria was 22.7 per cent, compared with 4.5 per cent in the first half of 2025. Bangladesh recorded an increase from 7.1 per cent to 23.5 per cent, while India's share rose from 1.2 per cent to 5.2 per cent.
Sir David Bell, vice-chancellor of the University of Sunderland, told the newspaper: "The recent and unexpected spike in visa refusals has prompted pre-emptive action in several universities. This has involved pulling back from international markets where a tougher approach is being taken to visa applications." The newspaper cited higher education sector figures who said about 15 universities were believed to have suspended recruitment from Pakistan entirely this year. Professor Steven McGuire, deputy vice-chancellor of the University of East Anglia, said the policy could lead UK universities to "double down" on China and India, where refusal rates are lower.
The Home Office said international students "make a positive contribution" to Britain, but added that "this must not be at the expense of recruiting responsibly, in turn protecting the integrity of our immigration system". It said universities would be offered "support where needed to improve recruitment practices". The tighter rules have led universities to withdraw offers or limit recruitment in some overseas markets to avoid breaching the visa refusal threshold.
