Taiwan’s coastguard is buying US-designed uncrewed surface vessels for its first dedicated drone-boat programme to strengthen its ability to detect and track the growing presence of mainland Chinese vessels operating around the island.

Florida-based Maritime Tactical Systems (Martac) announced on Tuesday that the deal covered an undisclosed number of its Devil Ray T24 autonomous boats, with production planned for both the United States and Taiwan.

Martac described the deal as “one of the most significant international purchases” of US-made uncrewed surface vessels, while James Lee, chief executive of Confucian, Martac’s Taiwanese partner, described it as the coastguard agency’s “first unmanned surface vessel programme”.

The procurement follows a sharp increase in mainland Chinese maritime activity around Taiwan, with coastguard, research and other government vessel sightings reaching record levels in June, July and August, according to Taiwanese defence ministry figures analysed by the South China Morning Post.

Beijing has also expanded its coastguard operations east of Taiwan, maintaining regular patrols in the area since June and describing them as routine law enforcement.

The drone deal builds on a 2025 partnership between Martac, Confucian and Taiwan’s National Chung-Shan Institute of Science and Technology (NCSIST), which Taiwanese media identified as the main contractor for a wider coastguard programme to acquire 25 uncrewed surface vessels.

The partnership between Martac and NCSIST also encompasses technologies including AI-assisted target tracking, autonomous interception and coordinated operations involving multiple unmanned vessels, although Taiwan has not said whether those capabilities would be incorporated into its coastguard T24s.

According to Martac, the Devil Ray T24 is 8.4 metres (27.5 feet) long and capable of burst speeds exceeding 50 knots. Its modular design allows it to carry different equipment for maritime surveillance and a host of military activities, such as electronic warfare, mine countermeasures and anti-submarine reconnaissance.

Taiwan’s coastguard director general Chang Chung-lung said the T24s, along with aerial drones, would primarily be used for “long-range search and reconnaissance, investigation and remote rescue”, extending the coastguard’s operational reach.

The agency said these assets would eventually operate alongside its cutters, forming a network for coordinated operations and intelligence, surveillance and reconnaissance.

The coastguard’s planned cooperation between its vessels and unmanned systems is noteworthy given Taiwan’s long-standing preparations for the agency to take on military duties, although it remains a civilian body in peacetime. The island’s National Defence Act allows the government to bring the coastguard into the military order of battle during a conflict. The agency’s Anping-class cutters illustrate this approach. Designed to be fitted with Hsiung Feng II and III anti-ship missiles upon wartime mobilisation, vessels in the class have conducted missile-firing exercises since 2022. The latest involved the Qijin, which launched a Hsiung Feng III supersonic anti-ship missile in September.

The T24 itself has also shown a strike capability, launching an exercise torpedo during US Navy-backed trials in Sweden in December 2024. Taipei, however, has not said whether the T24s would eventually be armed.

In an analysis last month, Cathy Fang of Taiwan’s Research Institute for Democracy, Society and Emerging Technology said the coastguard’s uncrewed maritime systems could extend surveillance coverage and improve evidence gathering while reducing the risks faced by crews.

She cautioned that they would need to be integrated with existing command networks and coastguard operations to be effective.

Beijing sees Taiwan as a breakaway province to be reunited by force if necessary. Most countries, including the US, do not recognise Taiwan as an independent state, but Washington is opposed to any attempt to take the self-governed island by force and is committed to supplying it with weapons.
