Lithuania plans to pursue a terrorist designation for Russia’s military intelligence agency, the GRU, over its alleged involvement in attacks on civilian infrastructure in Europe, Foreign Minister Kestutis Budrys said Wednesday.
Budrys told public broadcaster LRT Radio that investigations and court proceedings would need to establish evidence connecting the attacks directly to the agency before Lithuania advances the initiative. “On that basis, we will seek to have it designated a terrorist organization,” he said.
The minister said the move would also affect individuals with ties to the GRU, potentially restricting their access to Lithuanian businesses, financial institutions, and territory.
“It would mean that anyone who has served in or is associated with the GRU would be considered by us to be supporting or contributing to terrorism,” he said.
“Such people would have no place anywhere near our companies, our banks or, ultimately, our territory.”
Budrys accused the agency of targeting civilian infrastructure to intimidate European societies, saying those responsible must be held accountable.
“They are doing nothing other than carrying out acts of terror in Europe, seeking to spread fear in our societies and targeting civilian infrastructure,” he said. “If that is not terrorism, what is?”
He also called on EU countries to act against the GRU during this week’s Foreign Affairs Council meeting in Luxembourg.
