Union bank bosses watching Wall Street rivals reap the benefits of US President Donald Trump’s deregulation drive can expect the EU to find ways to deliver some rule relief as soon as next year, according to the head of the bloc’s banking regulator.

“I’m confident that there will be pragmatic solutions found that can start being implemented already in 2027,” Francois-Louis Michaud, chairman of the European Banking Authority, said in an interview with Bloomberg.

Asked if the measures that can already be implemented next year would be significant for the industry, Michaud said, “We don’t do non-meaningful things.”The European Commission, the EU’s executive arm, has promised a legislative package in the first quarter of 2027 that it hopes will answer industry and political calls for the European industry not to be left behind as Trump’s White House drives a regulatory rollback. Banks have complained about the speed, since legislation typically takes years to be agreed by the EU’s many stakeholders and then implemented.

The commission’s proposals to simplify banks’ capital stacks do require legislative change. So does a politically-contentious revamped effort to create an EU-wide deposit insurance scheme, which underpins the commission’s plans to break down national borders so capital and liquidity can flow freely between EU countries.

Still Michaud, who took over the EBA role in April, said “there are also many things that could simply be done by drawing on the structures and mandates that exist.”He said the EBA has been supporting the commission on a “big data request so we can do impact assessments collectively on different types of proposals.”The Paris-based EBA turns EU banking laws into detailed rules and works to ensure they are applied consistently across the bloc.

Officials there and other regulatory agencies have spent the last three months working with the commission on fleshing out its July proposals for sweeping reforms that promise to break down pan-EU barriers, reduce reporting burdens and ease some regulations.

The EBA, for its part, published a list of 21 simplification measures last October and has already implemented 10 of them and is consulting on others, including a 50% reduction in harmonized reporting requirements. The EBA is also creating an integrated single rulebook providing user-friendly access to all types of applicable requirements.

“Simplifying the rule book can be seen as administrative,” Michaud said. But regulatory complexity “creates a lot of compliance costs for banks,” he said.

The commission’s proposals float a new mandate for the EBA and the European Systemic Risk Board to “reinforce existing accountability processes” by regularly taking stock of bank capital levels across the EU. Michaud said that under that framework the commission remains in charge of competitiveness.

“We can deliver expertise and assessments to them;” he said, “but I don’t think that the political responsibility should be with a technical body.”
