Venezuela's National Assembly President Jorge Rodriguez said Wednesday that a draft reform of the Constitutional Law Against Hatred, for Peaceful Coexistence and Tolerance had been sent to the Supreme Tribunal of Justice (TSJ) for consideration.

Rodriguez announced the submission but did not provide details on the proposed amendments in a post on US social media company The reform has not yet been approved. It must proceed through the review and legislative stages before any changes to the existing law can take effect.

The legislation, adopted in 2017 under Venezuelan leader Nicolas Maduro, establishes penalties for promoting or inciting hatred, discrimination and violence.

Human rights organizations have criticized the law, arguing that its broad provisions can restrict freedom of expression and be used against political opponents and government critics.

The proposed reform comes amid demands for changes to legislation governing political expression and civil liberties in Venezuela. Interim President Delcy Rodriguez has previously called for a partial reform of the law, acknowledging concerns about its application, according to Venezuelan media reports.

The draft is expected to undergo public consultation before lawmakers hold a second discussion. Further details about the proposed amendments have not yet been made public.

Human rights groups have urged authorities to repeal or amend legislation they consider incompatible with international standards on freedom of expression.

The scope of the proposed changes remains unclear. Their eventual effect will depend on the final wording approved by lawmakers and how the legislation is implemented.
