TOKYO -- Japan's economy ministry plans to add new launchpads at spaceports in the country, toward a goal of 30 rocket liftoffs annually by the early 2030s as demand grows for security- and business-related satellite launches.

Expansions are planned at the country's four rocket launch facilities: Hokkaido Spaceport operated by Space Cotan, Spaceport Kii operated by Space One and Uchinoura Space Center and Tanegashima Space Center, both operated by the Japan Aerospace Exploration Agency.

Each site has only one launchpad. Additional pads would allow preparation for future launches to proceed in parallel with ongoing operations.

The Ministry of Economy, Trade and Industry seeks around 76 billion yen ($480 million) related to this expansion in its fiscal 2027 budget request and will work on policies with the Finance Ministry through the end of 2026.

Changes to Japan's Economic Security Promotion Act in June included a plan to increase support for shoring up rocket launch facilities.

More launch facilities are being built in the U.S. and Europe with government support. A report from Japan's Cabinet Office showed launches from top countries including the U.S. and Russia more than doubled to 253 in 2024, from 105 in 2020. Japan accounted for five of those liftoffs in 2024.

Information from satellites carried into orbit plays an important role in decision-making during security contingencies, natural disasters or other emergencies.

Japan regards domestic launches as critical, and may consider handling launches for other countries in the future through the expansions to its space centers. The country sees high-frequency launches as essential for growth in the space industry and aims for growth in related domestic industries as well.

Japan put 130 satellites into orbit between 2015 and 2024, but only 65 were launched domestically. The rest were carried on rockets sent up from other countries, such as the U.S. All of Russia's satellites have been launched domestically, as have 99% of China's.
