Hong Kong postal workers denied permanent contracts have criticised a special government transfer scheme as too narrow, calling for more pathways into roles that match their experience, such as workman and artisan positions.

Several affected workers told the South China Morning Post on Wednesday that the concessions offered insufficient support and failed to reflect their skills or circumstances.

One postal worker, who asked not to be named, said that while the government had offered priority hiring for other civil service jobs, suitable vacancies were limited.

“I checked the government vacancies system; most of the openings are for doctors, nurses, aircraft engineers and marine officers, which are not suitable for postal staff,” he said. “We cannot get an offer.”That left most affected workers with only two clerical grades to apply for, he added.

The Civil Service Bureau on Tuesday announced a one-off special scheme allowing postal staff affected by cost-cutting measures at Hongkong Post to apply for assistant clerical officer or clerical assistant posts with relaxed academic requirements and hiring priority.

They will also be given priority over other candidates if they receive the same score in applications for other civil service jobs.

The measures aim to support about 200 employees who were denied permanent civil service positions and offered only two-year contracts because of Hongkong Post’s financial difficulties.

Although the minimum academic requirement for assistant clerical officer was relaxed from five subjects in the Diploma of Secondary Education exam or Hong Kong Certificate of Education Examination to three – Chinese, English and mathematics – many workers still found it difficult to meet.

“I believe it is rare for someone to pass Chinese, English and mathematics but fail their electives,” the worker said, questioning how meaningful the relaxation was.

He planned to apply for a clerical assistant post, but urged the government to include more roles better suited to postal workers’ skills, such as artisan and traffic warden positions.

He said he would not mind a possible pay cut, but preferred a role that better matched his experience.

According to the bureau’s website, 18 positions are currently open for recruitment, including roles with lower educational requirements, such as artisan posts at the Agriculture, Fisheries and Conservation Department and motor driver posts at the Government Logistics Department.

Another worker expressed concern about intense competition for the two clerical grades, noting that more than 200 affected employees would have to compete with thousands of other applicants in an open recruitment process.

“The government has been recruiting assistant clerical officers and clerical assistants all year round. It is an ongoing exercise, not tailor-made for us. How is this supposed to help us?” he said.

He added that only one option was currently available and echoed calls for the government to offer more non-clerical roles, including workman and amenities assistant positions.

A third worker said he was anxious about his competitiveness in interviews and skills tests, such as typing assessments. Under the scheme, candidates must still pass such tests and interviews.

“It would be better if the government could find positions more suitable for us, such as artisan and workman roles,” he said.

“Many of us are in our thirties or forties. If we switch now to clerical work involving typing, we will be less competitive than younger people.”He noted that recruitment for the two clerical grades could take up to a year and worried that he would have little time left in his two-year contract to plan his next move if he failed to secure an offer.

Hong Kong Postal Workers Union chairman Cheung Wai-kuen acknowledged the government’s efforts to respond to frontline concerns, calling the concessions a good start.

But he noted that some employees did not meet the academic requirements for the two grades, while others struggled to pass clerical skills tests such as typing.

“Some colleagues do not have high educational qualifications and may only just meet the academic requirements … while some are already in their late forties or early fifties,” Cheung said.

“It is not that they do not want to apply for these two grades, but they may be unable to meet the standards.”Cheung called for a further special scheme to cater to their needs, offering posts closer to the outdoor and physical nature of postal work, such as workman or hawker control officer positions.

The union will hold a meeting with affected employees next week and submit suggestions to the bureau after gathering their feedback.
