The comptroller of New York City has stepped back from his campaign promise to invest in Israeli government bonds, citing deteriorating credit conditions and financial risks amid prolonged conflicts in the Middle East, The New York Times reported Wednesday.
Mark Levine, a Democrat and outspoken supporter of Israel, said his office had decided against purchasing the bonds for now following an assessment by his investment team.
“I always said this would be based on financial considerations only, not politics — that’s still my position,” Levine told the Times.
The decision marks a shift from his campaign pledge last year, when he promised to resume investments that were discontinued in 2023 by his predecessor, Brad Lander.
Levine maintained that position after taking office and defended the proposed investments as recently as April. However, he said the bonds’ financial outlook and technical challenges had made reinvestment unfeasible at present.
Israeli government bonds, traditionally seen as relatively reliable investments, have faced pressure from the wars in Gaza and Iran.
Fitch Ratings lowered its outlook on Israel to negative in April 2024, while S&P Global and Moody’s also downgraded the country’s bonds during the Gaza war, which began in October 2023.
Although S&P and Moody’s have since restored their outlooks to stable, their ratings remain below pre-war levels, according to information provided by Levine’s office.
The bonds’ returns, hovering above 5% for two- and three-year maturities, have also lagged behind the recent performance of New York City’s pension system, the report said.
Levine acknowledged that his earlier pledge was partly intended to counter calls for the city to support the Boycott, Divestment and Sanctions (BDS) protest movement targeting Israeli goods.
