During the recent provincial election campaign, Parti Québécois Leader Paul St-Pierre Plamondon said his government would be open to abolishing the time change.
“We strongly believe that this practice is counterproductive for our health and for children who have difficulty adapting," St-Pierre Plamondon told reporters on the campaign trail.
Two years ago, 90 per cent of Quebecers who participated in an online public consultation, launched by the Coalition Avenir Québec government, said they were in favour of ditching the practice. Despite the strong public opinion, no legislation was introduced.
Now, with the question back on the table and other Canadian provinces scrapping seasonal clock changes, how might Quebec’s new government approach the issue?

Quebecers will once again turn their clocks back this fall. It could be for the last time

6 hours ago|Duration 2:19On Nov. 1 at 2 a.m., Quebec will set back its clocks for daylight time, while some other provinces move toward adopting it permanently. In a public consultation two years ago, 90 per cent of Quebecers said they wanted to ditch the practice — a move that experts also support. St-Pierre Plamondon has said he'd want to consult with experts first. So — what do they say? 'It's really a question of public health' According to Canadian Sleep Research Consortium co-chair Rebecca Robillard, changing our clocks twice a year negatively impacts our physical health.
“This is not just a question of sleep. Time change actually disrupts the alignment between our biological clock and the natural cycle of the day,” she says.
Robillard explains that the health impacts run deep. Changing the clocks messes with our heart rate and cardiovascular system, impacts our metabolism and disrupts essential hormones and reproduction. “It's really a question of public health,” she adds. Here's why sleep experts think we should abolish daylight saving time Time to end the time change? P.E.I.'s premier wants to hear your thoughts about it But if Quebec were to stop changing its clocks, Robillard says the province would have to consider whether to stay locked in on permanent daylight time or standard time. The former gives you more daylight in the evening while the latter guarantees more light in the morning.
Other Canadian provinces and territories, including British Columbia, Manitoba and the Northwest Territories, have recently made the decision to adopt permanent daylight time. Robillard says using permanent daylight time means that mornings are especially dark in the winter.
“It really kind of curtails the amount of light that we're getting in the morning. So people get up in the dark, they travel in the dark. Maybe in some parts of Canada, kids even go to their first recess in the dark,” she says. “And we know that that morning light is really critical for regulating our biological clock.”Public safety and what’s best for business University of British Columbia associate economics professor Patrick Baylis says while there are pros to switching to permanent daylight time, it can pose a risk to public safety. He says having less light in the morning can make it dangerous for those who commute.
“Certainly safety and security for students and workers on the roads in the early morning should be a priority,” he says, adding governments should make sure there's appropriate lighting along streets and visible signs in busy pedestrian areas.
But Baylis says Quebec’s decision on the topic might ultimately be fuelled by what’s best for business.
“Another part of the calculation is: ‘What are all the places around me doing and how can I align with them in a way that's as low friction as possible?’” he says. Video Should Quebec move to permanent daylight time like B.C.?
Baylis explains that when neighbouring economies share the same time rules, trade and business hours stay in sync.
He says that on the west coast of Canada, it's common for people to work with business partners across the U.S border in Washington, Oregon and California.
Baylis says it can cause some co-ordination issues if each jurisdiction uses a different time standard. “The U.S is still our major trading partner and that matters,” he adds.
For now, there is no set timeline for the possible elimination of the time change, meaning come Nov. 1, Quebecers will once again have to wind back their clocks.
