YANGON -- A long-dormant refinery in Myanmar is up and running again for the first time in nearly a decade as part of a push to reduce dependence on imported gasoline and jet fuel.

The first phase of the Thanlyin Oil Refinery began commercial operations Wednesday near Yangon, the Southeast Asian nation's largest city. The second phase of the redevelopment project is slated to wrap up in 2028.

When completed, the Thanlyin refinery is expected to have the capacity to process more than 60,000 barrels of crude oil a day, meeting roughly half of Myanmar's domestic demand.

The first phase marks "an important step toward rebuilding the domestic oil industry," President Min Aung Hlaing said at Wednesday's opening ceremony. Priority should be given to securing sufficient supplies of crude oil, he said.

The Thanlyin refinery halted operations in 2017 over problems with profitability and supplies. Singapore supplied about 68% of Myanmar's fuel imports in 2023, and Malaysia around 20%, according to private-sector think tank ISP-Myanmar.

Production at the refinery will begin with jet fuel, diesel and low-grade gasoline, then gradually expand to include gasoline for automobiles. Another refinery at a petrochemical plant in central Myanmar is also getting an upgrade.

Chinese companies are increasing their presence in Myanmar's petroleum sector by acquiring interests in oil fields and supporting projects to increase production at aging oil fields. Russia and Middle Eastern oil producers also see Myanmar as a promising market for crude in the long term, given the nation's significant economic growth potential.

Fuel imports have thus become a significant financial burden for Myanmar, which suffers from domestic currency weakness and shortages of foreign currency.

Regular gasoline now sells for roughly 4,600 kyat per liter (a street value of about $1) -- about double the value in mid-February, before the start of the Iran war.
