By Manuela Tobias, Jorgelina do Rosario and Sergio Mendoza Bolivia is monitoring global credit markets for an opportunity to issue debt at more attractive borrowing costs, Finance Minister Christian Andrés Morales said.
“We are getting ready so that if we find a window of opportunity, we can take it,” Morales said in an interview on the sidelines of the World Bank and International Monetary Fund annual meetings in Bangkok. He didn’t elaborate on how much the government might seek to raise, or what rates it would consider acceptable.
The Andean nation returned to international debt markets in May after a four-year absence, taking advantage of improving conditions to raise fresh financing. Still, Morales said borrowing costs remain too high for another sale after Bolivia paid a 9.75% yield on the earlier deal. “The plan was to tap markets in the second half of the year, but international interest-rate conditions worked against us,” he said.
The Finance Ministry is updating the information needed for a potential transaction and continues to work with Deutsche Bank and Santander, the banks that managed the previous issuance, Morales said.
The nation is also considering a liability-management operation involving about $900 million of bonds held by state-owned pension fund administrator Gestora Pública, according to Morales. Those securities are part of roughly $1.5 billion of bonds maturing in 2028 and 2030, and the government is weighing a similar transaction for the rest.
Bolivia is working to shore up its finances after a severe dollar shortage in recent years. The nation recently secured a three-year, $1.9 billion IMF financing program, which provided an immediate $214 million disbursement. The IMF said at the time that the program could help unlock about $4 billion in additional financing from other international financial institutions.
President Rodrigo Paz’s government has sought to curb spending and unwind costly fuel subsidies, measures that have contributed to social unrest.
The government has eliminated its diesel subsidy following the agreement with the Washington-based lender, though Morales said officials plan to proceed more cautiously with changes to natural gas subsidies.
“We need to head to a new price scheme, but above all accompanying it with social protection,” Morales said. “We will not leave the most vulnerable behind.”Bolivia expects to spend between $600 million and $800 million on fuel imports in the final quarter of the year, he said.
