TOKYO -- U.S. President Donald Trump's administration does not have "any policy" to use a minority stake in Intel to interfere in the chipmaker's business strategy, the company's chief executive said in an exclusive interview with Nikkei.
"They don't have any policy. They don't have any influence on the governance of the company," Lip-Bu Tan said in Tokyo earlier this month, stressing that Intel was "independent" and retained the freedom to make decisions in its best interests.
The U.S. government converted previously allocated federal funding into an $8.9 billion investment last year, which gave Washington a 9.9% stake, later diluted to around 8.2% after a secondary stock offering in August.
The troubled U.S. chipmaker has been seeking to rebuild its position in advanced semiconductor manufacturing, after falling behind Taiwan's TSMC in chip manufacturing and losing ground to U.S. rivals such as Nvidia in semiconductors designed for artificial intelligence systems.
Under former CEO Pat Gelsinger, Intel embarked on an ambitious investment push to boost its contract chipmaking, pouring billions of dollars into expanding production capacity. However, the high cost of restructuring led to a $16.6 billion net loss being reported in the third quarter of 2024. Gelsinger resigned in December that year.
The Trump administration stepped in to acquire a passive equity stake of 433.3 million shares in August last year, with no board representation, in a move intended to support the company's efforts to expand advanced chip manufacturing in the U.S.
Intel CEO Lip-Bu Tan told Nikkei on Oct. 7 in Tokyo that it would take time for the Silicon Valley chipmaker to build up its contract manufacturing business.
U.S. government backing will help Intel pursue the long-term investments needed to establish a competitive foundry business, Tan said, pointing to the rise of TSMC, which he said had taken 10 to 20 years to become the world's leading foundry, or contract chipmaker.
"From a foundry's point of view, Intel had to look at the longer-term horizon, and it's always very important to have very strong government involvement supporting," he said, adding that the business could become a growth driver "if we do it right," but "it takes time." Chip manufacturers need billions of dollars in capital expenditures over many years to build plants and develop successive generations of increasingly sophisticated production technology.
Intel has received further support for its turnaround in the form of around $7 billion in investment from Japan's SoftBank Group and rival chipmaker Nvidia, in exchange for both receiving equity.
Tan expressed gratitude to the companies but suggested that their backing would also be financially beneficial to them, saying they could "make a lot of money" and potentially earn "five to six times the return." Intel's shares are trading at around $100 per share, roughly quadrupling since Tan took over in March 2025.
Tan said Intel was "80% done" with its restructuring efforts and identified AI-related advanced chip packaging and application-specific integrated circuits, or ASICs, as other potential areas of growth. After assuming the CEO role, he replaced most of the senior management, hiring top talent including Seok-Hee Lee, former chief executive of South Korean chipmaker SK Hynix, which has also ridden the AI boom with its advanced memory chips.
Malaysian Chinese-born Tan earned an engineering degree at the Massachusetts Institute of Technology and was previously the longtime chief executive of Cadence Design Systems, the Silicon Valley chip design toolmaker. The 66-year-old was relatively cautious when asked about the competitive threat from China's semiconductor industry, which has been seeking to develop domestic chipmaking capabilities amid U.S. export restrictions on advanced technology.
Whether a company is from the U.S. or China, "they all have different strengths and weaknesses, and then I think more important is what is best for the consumer, what is best for the enterprise to use," he said, while being mindful of the sensitivities of "geopolitical restriction."
On whether China's chip capabilities could catch up with those of the U.S. within five to 10 years, Tan offered a brief assessment: "Today, I think it's not that far behind."
