Nigeria's National Cash Transfer Office (NCTO) says it disbursed ₦33.75 billion to 3.29 million people across 35 states in 2023 under a social-support program, according to an audit by the UDEME project of the Centre for Journalism Innovation and Development (CJID). But the audit found no vouchers or records identifying who actually received the payments.
The report said accounts staff at the agency blocked auditors from examining the bank records that would have confirmed the disbursements reached their intended recipients. CJID said the lack of documentation raises serious questions about how the money was managed.
The cash-transfer program is one of several social-protection schemes Nigeria has expanded in recent years to cushion the impact of subsidy and currency reforms on low-income households. The findings add to scrutiny of how such public funds are tracked and accounted for.
