Canada warned Friday that US steelmaker Cleveland-Cliffs could be forced to sell its Canadian assets over plans to lay off up to 500 workers at Stelco.

Industry Minister Melanie Joly said the company must honor employment commitments made when it acquired the Ontario-based steelmaker in 2024.

"They must keep the jobs in Canada or face the prospect of having to sell their Canadian assets," Joly said during a speech at the Canadian Club in Toronto.

Her remarks followed an earlier warning that Ottawa could pursue legal action over the planned layoffs.

"We hired the best lawyers in town over this weekend," Joly told reporters after the speech.

The Canadian government said Cleveland-Cliffs had committed to maintaining jobs at Stelco as a condition of its approval to acquire the company under the Investment Canada Act in 2024.

Steelmaker cites US tariffs Cleveland-Cliffs Chief Executive Officer Lourenco Goncalves criticized the Canadian government's response in an interview Thursday with BNN Bloomberg. Goncalves accused Ottawa of using "bullying and harassment" tactics against the company.

He said the planned layoffs would be temporary and argued that they were necessary because of tariffs imposed on Canada by US President Donald Trump's administration.

Joly defended the government's position, saying Ottawa was seeking to protect Canadian workers and ensure foreign investors fulfilled their commitments.

"We're sending a message for foreign companies that of course we're open for business. But if you come and invest in our country, you have to abide by your commitments," she said.
