CANBERRA — On Feb. 7, a group of Norfolk Island residents sent a letter to Territories Minister Kristy McBain seeking “clarification and reassurance” over a bizarre situation in the external Australian territory.

The group claimed Norfolk Island resident Leah Honeywood had been appearing at forums in the Pacific and representing herself as the leader of an island that has been under Canberra’s control since 1914.

“This appears to be someone presenting herself internationally as holding a quasi-judicial public office for Norfolk Island, despite there being no such office recognized under Australian law,” the group wrote to McBain. “We are concerned that this situation, unchecked, risks creating serious confusion.
