Hong Kong police are in the final stages of talks to connect security cameras at private shopping centres to the force’s expanding smart surveillance network aimed at tackling crime, the security chief has revealed.
Speaking on a television programme on Sunday, Secretary for Security Chris Tang Ping-keung said authorities were in discussions with private shopping centres to integrate their closed-circuit television (CCTV) systems, without naming the malls involved.
“In fact, we see that in some places without CCTV, members of the public do not want to visit because they are dangerous and people fear becoming victims of crime. If the system requires it, I will connect and retrieve the data,” Tang said.

Asked whether the cameras would provide a 24-hour live feed, Tang said it would depend on the circumstances.
“For example, if the site is a crime hotspot, real-time monitoring might be needed. But if it’s not, footage would only be retrieved after an incident occurs,” he explained.
Tang was also asked whether the public would be notified of the arrangement. He noted that many malls already displayed notices saying that recording was in progress, adding that while additional warnings were under discussion, he believed they “may not be necessary”.
Under the force’s SmartView surveillance system, CCTV footage from public housing estates has already been connected to police networks.
The government aims to expand the network to 60,000 CCTV cameras citywide by 2028, at an expected cost of HK$4 billion in non-recurrent expenditure, Tang earlier told the legislature.
He said the total could rise further because cameras planned for the Northern Metropolis were not included in that figure.
“We plan to install roughly 6,500 more there … In areas with wider expanses, a single camera may cover a broader area,” Tang said.
Last year, authorities revealed that more than 5,000 cameras operated by other government departments and public bodies had already been integrated into the SmartView system.
Between its launch in April 2024 and January 2026, SmartView helped police solve 899 cases, including six murders and 30 robberies, according to the force.
Police also said automatic number plate recognition technology was added to the cameras in July last year, strengthening their ability to track suspicious and wanted vehicles. Tang has previously confirmed plans to integrate facial recognition technology into public camera feeds.
The force has also expressed hope that SmartView will continue to evolve, saying footage could be shared with other government departments in future if necessary.
