The UK set out plans for work placements in the professional services and construction sectors as ministers work to get a grip on the country’s youth unemployment crisis.

Young people will be able to tap into 22,400 new apprenticeships for the under-25s each year in fields from law to artificial intelligence under plans by the professional services industry, the Department for Business and Trade said Monday in a statement. Building firms will offer 40,000 placements as they work toward a previously announced sectoral target of 100,000, it said.

Andy Burnham’s Labour government is trying to increase pathways into employment for younger workers to combat a burgeoning so-called “NEETs”crisis that saw nearly a million young people not in employment, education or training in the second quarter of this year. Monday’s plans are supported by a wider £2.5 billion ($3 billion) package that funds training and supports jobs for NEETs, an acronym for young people not in employment, education or training.

“From accountancy and law to bricklaying, engineering and defense, the plans will create clearer routes into skilled careers while helping businesses recruit the workforce they need to grow,” Work and Pensions Secretary Pat McFadden said in the statement. “Too many young people have been locked out of opportunities for too long. These commitments will help change that by creating clear pathways into apprenticeships, training and good jobs.”Further plans for the digital and technology and defense sectors are due to be published later this week. They follow on from already-published programs for the financial services, clean energy and life sciences sectors.

Labour has commissioned a review by former cabinet minister Alan Milburn on the issue of NEETs expected to be published soon. Last month, Bloomberg reported ministers are considering scaling back planned increases to the youth minimum wage due to concerns the policy is hurting employment rates. That’s also a recommendation Milburn has signaled he could make.
