Hong Kong’s civil engineering work is reputedly among the world’s best, as evidenced by the awe-inspiring infrastructure marvels and skyscrapers that have been built with exceptional efficiency and high standards across the city. These hard-earned credentials are not accidental but rooted in generations of professional practice and robust institutional safeguards and monitoring.
Yet public confidence has been shaken by a series of scandals involving shoddy construction and maintenance work. From steel-reinforcement shortfalls at a luxury property development in Stanley to the forced demolition of three substandard towers at a starter home project in Kwun Tong, the incidents paint a disturbing picture of slipping standards in a city that once set benchmarks for civil engineering excellence.
The latest controversy involves alleged corner-cutting and false declarations related to fire-safety components in the replacement of 48 lifts at two public housing estates. According to the Electrical and Mechanical Services Department, Taizoom Elevator (Hong Kong) submitted fire-resistance test reports upon project completion, but it actually only installed fire-resisting doors for the lifts without the required frames. On Friday, the police arrested a director of the company and two registered lift engineers in connection with the case.
Subsequent inspections found lifts in at least 338 blocks handled by the contractor were not installed with fire-resistant door frames. The department has ordered all lift contractors to review their work and declare within one month that the landing doors and associated frame components installed over the past 10 years are of “good design and construction” with valid documents certifying compliance.
Given the urgency and the large number of lifts involved, the measure is understandable. Concerns have been raised about whether individual contractors will be honest with the self-inspection and declaration requirement. Arguably, the primary responsibility for compliance with safety and operational standards rests with contractors. But ultimate safety and regulations come under the department. Officials therefore cannot just rely on self-checks and declarations. A citywide random inspection is called for.
In mid-August, 24 of the 28 lifts at a new 34-storey clinical block at Queen Mary Hospital malfunctioned because of “deviations in lift shafts” and installation defects. The problem has not only delayed full commissioning of the building but also raised questions about how the defects passed through layers of monitoring and approval.
This was followed by allegations that a luxury house at One Stanley had been built with insufficient steel bars, prompting a full investigation amid questions about why the project had been issued occupation permits by the Buildings Department despite the alleged defects. Meanwhile, three of the six residential blocks at a “starter home” development in Kwun Tong by CK Asset will be demolished and rebuilt in the wake of substandard steel reinforcement work revealed two years ago. Separately, the Housing Authority ordered the contractor of a Tung Chung public housing project to submit rectification plans after discovering substandard concrete in the structural components of three blocks under construction.
These are not minor defects. The fact that they slipped through layers of supervision and certification before being unearthed and followed up on has called into question the integrity and professionalism of stakeholders and the monitoring authorities. If a contractor can allegedly cut corners across dozens of lifts, and reinforcement can deviate materially from approved plans, the failures are unlikely to be just a moment of negligence involving a single individual or a particular layer of supervision. It points instead to deficiencies in the entire chain of responsibility.
Integrity, safety and public trust are at stake. The government has responded with appropriate urgency, with the chief executive directing the Development Bureau to oversee the One Stanley investigation, pursue violations rigorously and strengthen penalties and legal deterrence. The public rightly expects the pledges will be followed by enhancements in standards and compliance, and consequences for those held accountable.
