The fight over return-to-office mandates keeps getting framed as a management question: How many days should employees be present in the building?

A new report from King’s College London, by Shiyu Yuan and Professor Heejung Chung, shows why that frame misses the point. For fathers, working from home affects family routines, caregiving, mothers’ careers, mental health, retention and the silent career tax attached to visible care.

The central finding deserves more executive attention. Yuan and Chung report that full-time fathers in the United Kingdom want about twice as many homeworking days as employers allow — around 2.10 preferred days compared with 1.10 allowed days. They also find that fathers’ stated willingness to quit outright if forced back to the office full time had risen to about 17 percent by June 2025, up from about 5 percent in early 2022.

That should unsettle leaders who treat office attendance as a low-risk cultural reset.

The broader labor market supports the same conclusion. The Office for National Statistics found that working parents were more likely to hybrid work than non-parents in Great Britain, and male working parents were more likely to hybrid work than female working parents. That does not mean every parent wants the same arrangement; it means fathers are already using hybrid work as part of household infrastructure.

The old breadwinner model no longer explains most professional families. Pew Research Center findings summarized by The Associated Press show that dual full-time working parents now make up 52 percent of different-sex couples with children under 18, up from 31 percent in 1975. When both parents work full time, flexibility becomes less like a perk and more like plumbing — nobody praises plumbing until it breaks.

Yuan and Chung also make a sharper equality argument. Fathers working from home can help rebalance child care and housework, but the benefit depends on whether men can use flexibility without stigma. In UK households surveyed during COVID lockdowns, fathers who worked from home were three times more likely to increase their share of child care than fathers who did not. Their report also cites evidence that when only the father worked from home and the mother held a higher occupational position, the mother’s share of housework fell from 67 percent to 55 percent.

That matters, because unpaid work remains uneven. The Bureau of Labor Statistics reported that, on an average day in 2025, women spent more time on household activities than men, and women living with children under the age of six spent an hour more per day than men on primary child care. If companies pull fathers away from home without a clear business reason, they may push more unpaid labor back toward mothers.

What’s more, a working paper on men’s remote work and women’s labor supply found that increases in men’s work-from-home exposure improved wives’ labor-market outcomes, including employment, earnings, hours and weeks worked. The mechanism appears practical rather than symbolic: men at home covered more child-caring time, giving women more capacity for paid work.

Unfortunately, Yuan and Chung report that fathers who work from home face especially strong career penalties, particularly when they work from home three or four days a week. Managers often read physical presence as commitment and caregiving flexibility as reduced ambition. That creates remote work stigma even when output stays strong. Fathers then face a bad bargain: use flexibility and risk advancement, or hide caregiving and leave more strain at home.

Policy framing can reduce that penalty. Employees have a legal right to request flexible working from the first day in a job, including changes to where they work. Yet a right to request still places heavy weight on manager discretion. Employers are urged to consider requests reasonably, but organizations also need internal promotion data to see whether flexibility users pay a hidden price.

The business risk has already begun showing up in turnover. A study using 260 million resumes found that a large-company office mandate can shift tenure and seniority downward as experienced employees leave. Fathers are one visible part of a wider problem: rigid attendance policies can drain precisely the workers with judgment, continuity and family responsibilities that make them expensive to replace.

Leaders should stop asking whether fathers deserve special treatment, and ask instead whether their operating model punishes the people holding modern families together. Set anchor days for collaboration. Protect home days for focus and family logistics. Evaluate outcomes, not hallway sightings. Track promotions, raises and key assignments by work pattern, gender and parental status. Train managers to treat care-compatible work as normal work.

When fathers can work from home without penalty, employers gain retention, mothers gain room to sustain careers, and families gain practical capacity. When fathers cannot use flexibility safely, companies send a blunt message: care belongs somewhere else. That message no longer fits the workforce.
