Companies running Poland's local power grids should be allowed to own batteries where they are needed to stabilise the network, the head of the country's energy regulator told Reuters, calling for wider exceptions to the European Union's energy storage rules.

Storage should not be opened up to grid operators everywhere, only where it is required, said Renata Mroczek, the president of the Energy Regulatory Office (URE), talking to Reuters on the sidelines of the European Forum for New Ideas conference in Sopot on Friday.

EU rules generally bar grid operators, which are funded by fees on consumers’ bills, from owning batteries, so they cannot use that money to compete with private investors. Poland allows exceptions only for batteries URE deems integral to the grid.

Historically coal-reliant Poland’s power system is struggling to keep up with more than 1.6 million small solar installations, think tank Forum Energii said, as grid-ordered cuts to renewable output more than doubled in 2025 to nearly 1.4 terawatt-hours.

"Without more storage and its flexibility, it will be very difficult, if not impossible, to lower prices," Mroczek said.

Contracts for power to be delivered throughout 2027 averaged 556 zlotys ($142) per megawatt-hour in September, up from 448 zlotys in June, data from Polish Power Exchange showed, above the average of 495 zlotys in this year’s regulated household tariffs.

State Assets Minister Wojciech Balczun said in September that the government had not ruled out freezing household electricity prices again next year, Polish media reported.

Mroczek said past price freezes had not fostered competition or encouraged households to look for better offers from suppliers.
